Yes they can I have seen several people wear beach wear off of Rosa and it is not there usual stuff. Saw a toon last night in q winter wonder land who had a bright blue bikini on and it wasn’t there attire plus a member of a kid fleet I am in has been able to wear there toons swimsuit off Risa for a very long time
There was a bug with the KDF 'Fleet' Outfit slot many years ago. Whatever you wore in that slot could be worn anywhere. You can no longer do that with new KDF Characters, but existing ones with the bugged slot can wear that stuff until the universe implodes.

Also, there's a small number of Risa beach items that have migrated into Off Duty. Some of the two-piece tops (criss-cross, sling bikini, t-shirt?, and maybe the retro top?), etc.
And yeah, there's been combinations you could make in the past (without cheating, even) which no longer are allowed, but don't go away unless you try to edit that outfit slot (like, for a time there were several belts that would override the Orion loincloth, leaving them in effectively a bikini)

Meanwhile - yeah, ran into the lack of a decent long skirt recently, trying to give my Elsa her Frozen 2 'white queen' outfit. Ah, well.

IIRC technically no, they can wear their racial gear that looks like metal bikinis but not gear classified as "beachwear".
