"Afford"? Other than directing the first episode of Roots in 2016 and an episode of NCIS: New Orleans (yeah, hadn't heard of that NCIS either) in 2017 he's not exactly been busy due to high demand. So in other words you get penalized for being out-geared or having a new ship that hasn't maxed out its mastery. Just got the summer event ship this AM, xferred all my gear from my best ship, got specialty xp, expertise, and my hanger pets leveled, but I got an AFK penalty on the Borg RA anyway? Got that right. Once you hit 60 the only way to get new ships is laying down more cash for keys to unlock "limited time only" lockboxes, C-Store R&D packs with absurdly low drop rates, or wait for the summer/winter events. Everyone in-in game will just tell you to "It's F2P. They have to make money somehow." :/

"Can't fix during the remaining event time/Will fix for next year" has been the response I've gotten for bugs in past events. Guess what rarely happens? You can bet they'll crank out new ships with .04% drop rates like there's no tomorrow for the gamble boxes though.

Yup. Remember when seasons lasted for months with multiple episodes in the storyline? New content is now mostly ships available only through lockbox gambling.

According to the GM who answered my ticket on Friday, "we’ve come to the conclusion that this may be the result of an unreported gameplay bug," and sent me the link to the support forums. Either they're unaware or they're simply ignoring it and us.

Indeed. It seems the concepts of QA and UAT (quality assurance and user acceptance testing) are alien to Cryptic. Even when players spot things on the test server.

Submitted an in-game ticket this morning about it after resetting all options to default, reinstalling, etc. No matter what I choose, I end up in the location that's alphabetically first.
