I'd say, if there was to be a change to boff stations on the Moghai, the lieutenant universal station should be made ensign and make either engineer or science officer stations Lt. Commander. Leave and come back a few minutes later. Not sure if that fixes it, but I had some issues with doing it a few times in a row a few days ago and I found that if I left and came back a few minutes later, I could get the quest again.
