Event starts 11am ET. I presume you are CT, and that's why it says 10am. Maintenance starts an hour prior. They do not start at the same time. This is standard timing for most/all events.

Hull healing - In the Voth Contested Zone, there are damaged NPC ships that will take all the healing you throw at them, but never actually heal. You are not reading or understanding properly. You DO NOT INSTALL ANYTHING ELSE. You just find the EXISTING .exe file, and always run the game with that....maybe throw the link icon on your desktop or toolbar. It skips Steam, ARC, Epic, all of it.

Don't assume recruiting events will be repeated on some sort of schedule. The dates you show were done years after the single previous recruiting event of each type.
