Replaying "Breaking the Wall" and "With our last Breath" via the console on Kobali Prime gives marks and one elite Delta or Iconian token each. If you're lucky you can be done in less than ten minutes.

The first thing you should look at when choosing a BOFF is what space traits they have as those are active in STFs/Battlezones which are the main endgame content. Some items have visual effects that they apply to your character or your ship. Check your equipped shields via a right-click and "disable visuals".

They show up on my TOS toon, fifth or so project from the bottom, no idea why they should not show up for you unless there is an added unlock requirement that I am not aware of.

On my old toons I use the MACO/KHG/Omega set, got them before the Reputation System hit and never felt a need to replace them. Added a sniper or a pulsewave and I am set for CQC and long range engagements. A reward box or Solanae suit gets dusted off when necessary.

They show up for me as a project, but why waste the resources for a vanity item that lasts a max of 4 hours and takes up an inventory slot?

Could you be more specific than "stuff"? Which set are you talking about? Omega? Adapted? Assimilated Borg? M.A.C.O.? Still, I'd take into account that the 3-Piece Iconian Bonus seems quite nice before going on to mix and match other parts/sets.

Only sensible reasons I can think of is that it had something to do with how the consoles deal with queues or that the "now fighting at level X" was making that stuff too easy. Of course maybe the numbers showed that people were getting masteries too fast or some other nonsense reasons statistics and numbers coughed up.
