Actually, the Ancient Obelisk Technology Set is terribad. Never use that Core if you can help it! Yes, the maxed-out AP dmg looks nice... but look further. It's a pretty 'meh' Core (and that's being generous). And the Omni-beam is sub-meh, even (still usable, for when you want that second AP Omni-beam in aft, but, by and of itself, a lousy wep).
The Polymorph console is good for AP; and there's another one (whose name I just forgot), which gives +17% AP dmg + Energy dmg resists.
The new Temporal set (from the Temporal Rep) is interesting too, like the Temporal Defense Chroniton Beam Array + the Temporal Torp. Especially when used alongside the 'old' Chroniton Dual Beam Array. The latter, when used in conjuction with the ever present Tachyokinetic Converter (on my ships, at least), means, at long last, that the +27.4% Chroniton Projectile Weapon Damage (from the 2-piece bonus) comes to use (as the Temporal Torp is Chroniton-based).
Those AP's from the Sphere ships and boxes are cool, I think. And if you can get radiant AP's, use, em....the temporary HP's are always nice, and Fluidics are ok, I think, too.
It is possible to go from Common Mk II to Epic Mk XIV, but most people would craft Very Rare Mk II and upgrade it to Epic. Although I think what they mean by normal is the standard antiproton weapons and not ones from a lockbox or reputation store.
The 4 piece Iconian set is the best in the game, at the moment.
As for AP weapons, Fleet versions with the Dmgx3 mod are pretty good, but they're expensive to upgrade.
I bought a full set of low level Epic (Dmgx2)(Pen) beams, when the market was flooded with them. They were much cheaper to get to Mk14, too!
For AP, I prefer the super cheap combination on the exchange of either...

Both can be easily found around in beam arrays and DBB's at Mk VII/VIII so they'll require an upgrade. They also sell for around 3-4 million a piece. That's nothing in 2016 STO.

If you are specifically looking for a set then I guess the Iconian set is very good. But why do I have such a hesitant tone in my voice? Because if you ask me you can do so much better if you forego the idea of using set bonuses and instead focus on the properties of each gear, and the symmetry of them coming together to form that wholeness.
What I am trying to say that you can create very solid builds by combining and mixing different gear that increase targeted areas that you want to boost. For example, by using the Iconian set you may forego boosts to things like Drain Expertise, EPS, power levels and so forth.
Of course, it depends on what you really want to boost and if none of these things are currently your concern then using a set is not such a bad idea. But normally the abovementioned things can suffer significantly by using set bonuses, simply because that gear may lack those boosting properties.
The combination and mixing of gear may include the use of crafted, fleet, Lobi and reputation gear. Don't feel forced to use one or the other exclusively.
I am using antiproton gear and I barely have any set bonuses at all. The 2-set bonus that I do have gives me 17+ Drain Expertise and Shield Capacity, and this was merely a coincidence. When I picked my gear I did not set out to get those bonuses.

And, like I said, you can still fit the Ancient Omni-beam when you simply need a second Omni in aft (mostly always better than a turret). But it really is a mistake to focus on that 2-piece set bonus of the Obelisk set, and to then ignore the rest.
N.B. And yes, I have the full Obelisk set at Epic. Sometimes, however, you need to accept you made a mistake (like when I upgraded that Core back when), and move on to greener pastures. Or prove me wrong.

Etc.

Sorry, tried the full Iconian set for several days in CC and ICA, couldn't hold a candle to the Borg Deflector and Impulse Engines, Obelisk Warp Core and Hyper Capacitor Shield.

I wouldn't say they're "useless" for everything. I use the Core and Omni on my alt's small craft because I can run those, the AP torp I picked up for them all from the phoenix packs (Beats the meh torp I used before on them), and a 3 piece set from a mission (usually the Kobali 3 piece since I don't have the ship for the core and I'm grinding out reps for my main ships on them all) and they're pretty tanky and do decent damage. Since we have such a limited amount of small craft missions as it is the 2 piece on the core/omni is plenty powerful enough just to fly around and have fun with since I don't really need to stick a full rep set on a small craft to clear any mission with ease.

I was puzzled as well seeing the Iconian set is billed so high. I will experiment with it again as it might just be the new Intel Assault Cruiser's fault.
