Due to the bonus XP, I had this problem on my re-rolled character as well... once you get past level 20 (can't recall exactly what point, but soon after), the 'First Complement' mission will start as it should. For now, just hang onto the holo-DOff pack. :)

Having had no success moving past this bug, I've elected to re-roll my affected character. Assuming the trait isn't automatically granted (which it shouldn't be), I should be able to avoid this bug on my next playthrough. With that said, a response from the Cryptic team about this issue would still be greatly appreciated.

I must be incredibly lucky, then. Every time I've copied a character over to Tribble, any reputation progress they've made/were making has also copied over successfully.

Been having this issue since I completed the 'Vengeance' arc on my Reman KDF-ally as well. I also resumed gameplay yesterday in the hope that getting to level 50 might fix the problem, but after seeing your most recent post, that idea is out the window, so I'll just be leaving him sit until this gets fixed.

A little late to the party, but I can also confirm this. My Reman KDF-ally has the red KDF transporter effect, while my Romulan Fed-Ally has the correct green Romulan effect.
