How do I see & claim Account Wide Unlocked Delta Recruit Rewards?

  The account rewards can be claimed by your non-recruit characters by the Temporal Officer in ESD, Qo'nos, and the Romulan Flotilla. Basically wherever your character goes after the tutorials. Romulans can also go to their alliance's base guy. And when your non-recruit goes to them, it will give a list of things you can "buy". I say that in quotes because the cost is 0. But as I said in another thread, be warned some you earned the others can't claim until they reach a certain level.
  
  The location for them is near the "head guy". Quinn, Jimpok, D'Tan.

  As mentioned, the account-wide unlock rewards are only available to non-recruits.
  
  Having said that, it is possible to purchase the following items on any character, assuming you've unlocked them as rewards on at least one Recruit: Temporal Negotiatior, Paradox Corrector, Temporal Insight, and Improved Temporal Insight.
  
  However, given how many people have been affected by bugs involving the latter two (the starship traits), it's best not to buy those at all on any recruit beyond the first, just to be safe.
