This is nothing new.

They might be the same map, but not the same problem because they aren't the same instance. All 3 maps do not have the same issue. It's Secrets of the Ancients, not Blood and it's the same map/instance as Power Source. Power Source Entrance area - Normal Power Source Main Area -Normal

That's what I said, there's no switch for boffs in response that you could use the boff character sheet. Even if there was you can't switch to what doesn't exist.

I'm pretty sure the OP stated "I have also not used this facility on this character in months so it is definately not a project cooldown issue."

Perhaps your CPU is suffering from cooling issues so when under load it starts thermal throttling?

That can happen anywhere.

There's a box, but you can't interact with it. All the boxes that you previously could interact with to obtain a suit no longer work. There is no C next to the EV suit slot.

Known bug, it's been that way for a while now.

That's because there's currently a bug where the game fails to outfit away teams with EV suits when required.

Every 4 hours with sector update.

The auto-nav error occurs when your destination is on the same plane as your current position. Simply aim your ship up or down and retry. Transwarp to Bajor requires a coil. If you don't have a coil it transfers you to Defera if you have Tier 1 Omega rep done.

Have you checked to see if your power management is set to High Performance? Also, check to see how much RAM you're using before launching STO and after. It's possible you may not have enough free to share with the 630. Check to make sure the RAM is running at the correct speed of 2666MHz.

After doing some digging I did find one other report for this years event. Apparently it only happens in the far left quadrant of the map.

Same. Nor have I ever seen a bug report about Defera not completing the requirement.

The fact it let you even log in says it will work. The fact you're only getting 2-4 FPS would suggest some other problems or tweaks are needed.

You can do it on two different characters to get the daily. Unless it's a new bug Defera has been working fine, at least for me. If by chance it doesn't work for you, wait till sector reset then drop it and you'll get a new set (if you rather not do one of the other events).

This looks to be a game wide bug. I tested Power Plant, Tenebris, Turnabout and Stormbound and none gave my away team EV suits. Although in Ternebris, Turnabout and Stormbound the lack of an EV suit didn't seem to affect my away team.

A couple of weeks ago so this bug is new.

Or you could just do one of the dailies which rewards a suit, faster than trying to get one from rep.

This is a new bug. I recently did this and received suits on both character and crew. I just tested and no suits for crew.

If you're launching the game through arc, try launching directly from the .exe as admin.
