Missing Reputation Upgrade Project

Hello,
As the title suggests I am missing a reputation project in the reputation system. Specifically the upgrade project to trade in competitive marks for assessed stratagems in the competitive reputation.
My character is tier 6 in this reputation, and this project is available for all of my other characters who are at the same tier. I have also not used this facility on this character in months so it is definately not a project cooldown issue.
At this time the bottom project slot in this reputation is greyed out with "no upgrades available". I have more than the 100 marks required to fulfil this project were it available.
This is causing an issue as I have no other way of aquiring these items currently due to competative PVEs very rarely starting.
I do have screenshots of this if needed.

I'm pretty sure the OP stated "I have also not used this facility on this character in months so it is definately not a project cooldown issue."
