This is not new. This has been known for years, but it doesn't look like there is any plan to fix. If Defara (Ground) comes up on the Omega Particle Stabilization event, you can just drop it and forget about it that day. The event does not recognize the collection on Defara and the assignment never ends. And if you drop it and start it again, you don't get different locations.
Not that really matters because it's only worth 1 for the daily, and since you need 2/day, it's not really possible to use this event to meet the daily requirement. There is no other assignment worth 1.

What exactly is it doing that's not allowing you to complete the Defera Omega Molecule Stabilization Daily? Is this for both Space and Ground dailies?
You go down to Defara. You go to an Omega Particle and do the stabilization. When you're done ... it doesn't complete the "Defara (Ground)" requirement for the daily. I can get red particles all the live long day, but it never completes the daily event. Again, this is only on Defara, and it's been this way forever.
Same. Nor have I ever seen a bug report about Defera not completing the requirement.

Like I said, you can get particles on Defara, but doing so does not complete the daily event. You get three place to go. The other places complete, but Defra doesn't. No Q with a choice between Dilithium and a party horn.
It's been reported every year.
After doing some digging I did find one other report for this years event. Apparently it only happens in the far left quadrant of the map.
Yet, I have never heard of this problem before.
Nevertheless, rather than outright deny your claim, I have to see if this is working, or not working, as you say.
So, I logged in and took the Omega scanning mission, hoping for a Defera (Ground) scan requirement - and I got it!
Heading over to the left edge of the city, I found an Omega molecule to scan and sure enough, as you say, it didn't trigger the mission requirement when I finished.
Heading over to the central area, I couldn't find any Omega molecules but on the right side of the city, I found one, scanned it, played the minigame and had the mission trigger and update.
So, after testing, I'm able to confirm that Defera Omega molecules don't always trigger an update to the mission.
You do if you wait long enough - the destinations change every 3 hours or so...
I was playing a Jem'Hadar toon and I got Starbase 39 (ground) as one of the locations. When I got to the system I approached the starbase, but I never got the prompt to beam onboard the station. I tried dropping the mission, changing toons and back again, logging out and logging back in, even closing STO completely, but it wouldn't work. Put in a support ticket but they couldn't help me. I ended up just waiting a couple of hours and trying again, and then just got 3 new locations I didn't have problems with.
Every 4 hours with sector update.
Anyway, fly into the antenna on top of the station and they'll ask if you want to dock.
(They'll probably send you the repair bill too!)

One problem I've had with Starbase 39 Sierra is the minigame terminating mere seconds after I initiate it.
That can happen anywhere.
Well, if it does happen anywhere, I seem to have an even higher frequency or higher rate of spontaneous mini-game abortions on Starbase 39.
