For the presidio, shield drones are good too. This will let you dedicate more bridge officer skills to damage and less to protection. Depending on your build, this can give your more DPS than you'd lose from swapping out some DPS fighters for the shield drones.

Well... sometimes higher threat is good. For instance if you have the T6 skill "reciprocity". Or if you're misguided soul that likes to tank instead of doing damage. But really... stacking DEF + Reciprocity + some threat is not a bad way to do alot of DPS in a Intelligence T6 ship.
