A number of people in this thread have pointed to the foundry as a solution to slow content production. Some people don't seem to realize that the console versions of this game don't even have the foundry. The foundry cannot be a valid solution to this issue when 2/3 of the platforms this game is is on don't even have it.

If you want the truly HONEST answer, here it is: Some bean counter at Cryptic/PW determined that the bridges are not worth the development. And how do you propose these hol-boffs be acquired? Because originally the TOS boffs were convention only, which meant most people could never get them. I hope if they ever do add Discovery themed holo-boffs that they will offer them in a way that most of their players can actually enjoy them.
