Same problem. Despite the tooltip stating that it can. I've tried right clicking it to upgrade as well as dragging it into the upgrade window. Probably an oversight in coding somewhere that hopefully will get fixed.

The one on PC that comes with the Rampart carrier can't be upgraded either, despite the tooltip stating otherwise. I think the only version that can be upgraded is the one that comes from the Voth Antiproton Weapons pack. If so, they should probably go back to the ships and turn the weapons to a white common standard issue…

I've found the same issue on my captains as well. One has the Crystalline Entity, the other a Mirror Universe Invasion event. Neither is completing automatically, nor is there an option to auto complete. I think someone let the tribbles into the inner workings again...
