Yeah, I claimed my Starter Pack on my Level 65 character and also couldn't do any upgrades on the included phasers. That really sucks! Wish we could at least get them like the ones that came on the TOS enterprise ship.

I can confirm this issue as well on my Discovery BOFFs. They only have access to Cadet and Ensign Discovery badges. Regular BOFFs either acquired while leveling or bought off the exchange can be promoted and can then use any available Discovery badge rank. I should correct my statement... they actually do appear to increase in DPS as I level, but they're stuck at common (White) rarity without the option to upgrade at all.

I couldn't bring myself to put my TOS characters into 25th century uniforms, so I created a "23rd Century Section 31, Division Temporal Agents" theme uniform. It's basically the TOS captains tunic, TOS skirt/pants (depending on gender), boots, and gloves--all black with a gold Temporal badge.
