I looked into this and figured out what's causing it for that specific console. It does not appear to be a general issue or directly related to the Scimitar. I'm working on a fix for this issue. If you see it happening with anything else, please let me know. Thank you for the bug report.

Upon some further investigation, the shield regeneration issue appears to be a UI issue that happens with specific types of shields. It is not directly related to the Scimitar. We are investigating the possibility of Scimitar shields taking a higher than intended amount of damage as well. If you can provide any further information that is relevant, such as screenshots of combat log data where the shields are taking abnormally high damage, please do so.
This is due to a bug in how the turn rate (and speed) bonus from cloaking works. Basically, right now the turn rate bonus and speed bonus from cloaking are being buffed by other buffs, rather than giving a flat bonus. You should definitely be able to push your power setting for single subsystem to 100. Not being able to move a slider manually above 85 is a bug and we are looking into it.
