All in all, Risa was good for my science officers. My KDF officer got a T6 ship she didn't hate, and they both picked up the Seismic Modules (decent AoE damage and a knockdown), and the pair of Geologists to make Thermal more awesome.

Are you using any of the third party appearance mod packs? I know they can have issues with the Risa costume parts. If so, uninstall, change your bikini, then reinstall.

Probably not helpful, but I managed to clear this up on my female Ferasan (wearing the halter Top), by buying, but not equipping, the red shorts. Looks like some pants just reference bugged versions of the legs images.
