Unfortunately, the next recruitment will most likely be Gamma (for me it usually means a short vacation from STO since I have no interest in running Jem'Hadar), which by its nature does not include any female characters (you mentioned "her"). The next recruitment that is not genderlocked is AoY (TOS Federation characters only) which has so far always been run in the fall, and the era may or may not be appropriate for your character idea.
Has Temporal Recruit happened yet? (this year I mean)
No. Probably September that one.

Can't a jemhadar identify herself as a woman?
Jem'Hadar don't generally identify as male or female. They pretty much identify as everyone else's problem. Aliens - whatcha gonna do, right?
If they ever do dump DSC characters into one of the recruitments (which I doubt), I think it would pretty much have to be Delta since the DSC tutorial is a minor variant of the 2409 one (and not compatible with the AoY one at all story and aesthetics wise) so they would have less in the way of potential nasty surprises in the code.
The Delta quadrant storylines have a Temporal element too, (in the Iconian war), along with the tesseract communicator being delivered through time in the cutscene (unlike KDF and Gamma), which kind of justifies a character displaced in time as a side effect or something, without the complication of two time jumps in a row (one to the late TOS era and then the one to 2409) that putting them into AoY would require.
Most people seem to have at least several characters in STO though, so it is not a huge issue like it would be in games that encourage people to only have one or two characters.

"It's nothing personal, I just don't feel like I've gotten to know a person until I've sniffed their crotch." "We said 'no' to Mr. Curiosity. We're not home. Curiosity is not welcome, it is not to be invited in. Curiosity...is bad. It gets you in trouble, it gets you killed, and more importantly...it makes you poor!"

I like to add a question to this discussion: Are any NEW recruitment events planned currently? Recruitments we didn't had already?
I remember a statement of Kael, about neither a Discovery, nor a Romulan recruitment beeing planned.
But could any other new recruitment events coming our way? Or is the plan to just repeat the 4 we got already?
Does anyone know anything about this?
Personally, I think 4 recruitment events are enough and we don't need another one. But that's just my opinion, of course.

It's just the 4, but Kael did mention the Idea of lumping the Discovery faction into one of the other recruitments.
An entirely new recruitment event would be nice at some point.
The rewards would have to be something else than just more mark packs, some gear rarity increases or additional slots for this or that clicky system. As useful as these things are, four recruitments that reward these are enough.
A new recruitment should, imo, give something unique, like unlocking a new playable species, an unique service like changing weapon colours (or disabling the effects of a specific, odd weapon) or some other long-requested things. Integrating such features into a recruitment event that will, in the end, remain available but not be accessible at all times should entice quite a high number of players to participate.

New Playable Species sounds good, Romulan Recruitment could add Synthetics aka Androids as an unlockable playable option,
Discovery Recruitment could unlock playable Kelpiens or DSC Aenar which is no different than DSC Andorians execept for the eyes and white skin, so reusing the models wouldn't be too much work, they would just to add the Aenar npc racial ability and boom done.

I'd go bananas for ROM Androids, even though I'm already using a KDF Alien for my "Android" character (can always revamp them to something else).

I should give some thought to the next recruit. I honestly don't have any concepts that are appealing
I have some concepts you could try, Faux-Hirogen, Faux-Vortas, Faux-Changelings, Delta Potatos, Faux-Ocampas, Lukari, Kentari, Breen, Ruddy/Orange Orion and Chalchaj'Qmey aka Klingon/Romulan Hybrids.
Personally I might make Q (John De Lancie) myself once I buy more character slots with an entire Crew of Picards, Sci boff will be Blue Shirt Picard, Eng boff would be Locutus of Borg, Tac boffs would involve Confederation and Mirror Universe Picards.

Those are good ideas for next year's KDF and Delta recruitments, but not the next recruitment this year since it is Gamma which only has horneytoads available as recruits. The one after that is the last one of the year and it is AoY (a.k.a. Temporal) which only has TOS Federation races available and lacks an "alien" tab (though it has a good story and at least some variety in character races unlike Gamma).
Please suggest to marketing that they put the elite starter packs on sale soon after this recruitment starts. I don't think I can buy the TOS pack ahead of time since most of it is character-bound.

If you're quick you could get an elite starter pack now from either AMD or Alienware and hold onto it until the Temporal recruit happens. There is a thread about it in this General Discussion forum with links to the giveaway.

Thanks to both of you. Unfortunately this is for console not PC, and I meant the Temporal Agent Starter Pack which is the TOS faction starter pack. Which looking at it again isn't one of the "elite" starter packs with the Mark II gear, slots, etc.

I do think we're due for one, but... haven't heard anything.

No. Probably September that one.
It seems to have stabilized into four recruitments per year, one each quarter.

Wonder what recruitment they'll eventually lump DSC characters with, so far It's either Temporal or Delta.

Given DSC characters also experience [redacted] and encounter [redacted] it's most unlikely to be a Delta recruitment.

Edit: on PC, it starts June 8 and they are having a 1-week, 30% off sale on TOS items so hopefully consoles will get the same sale - https://www.arcgames.com/en/games/star-trek-online/news/detail/11545143-the-timeline-needs-you!
