I personally hope, that the Devs will put tier 6 versions of Risian ships first - mainly the Corvette, because of the heavy weapon slot coming in future (and i really hope it will come with already implemented heavy weapon slot - like that escort 3-pack).
I'd like the Luxury Cruiser, my all time favorite STO ship, to get the T6 treatment. ^_^
I could see more of a science-carrier for the risian ship if they did a new one, than a full on science vessel. It would go along the idea of that the corvette was a racer like ship, the cruiser was more of a cruiseliner, and so a carrier that has hanger-ships it can use to ferry an give tours to the ship's guests sounds quite like a risian vessel that could have a science leaning.

I wonder whether a third Risan ship was ever intended. After all, instead of that we got the Ferengi Nandi, which departed from the theme. Then we got the Vorgon ship, which again departed from a Risan theme.
This past winter we got the T5->T6 treatment for the Chel Gret, so perhaps we'll get the same treatment for the past Risan ships this summer.

The words "unwavering loyalty" were more of a scapegoat. The real issue is that people couldn't have something. The word usage "unwavering loyalty" didn't really matter. If the email had said "thanks for spending over $10k, here's your ship" the anger level wouldn't be any different. Why? Because people want what they can't have.
What's my basis for thinking this? Just look at all the threads that constantly pop up about players that missed out on crummy event ships.

I would say that it was a bit of both players hating not getting something others are getting, or just did not get access to it. Yet I also think that since there was no explanation of any of the criteria for what constituted being "unwavering loyalty" either though some took issue with that fact.
As a mathematician, I'd say even zero ships can form a set, at least technically. One ship certainly can. But why do people think the Risan ships should form a set of three? The consoles form a two part set. There's no other indicator apart from the experience with the winter Breen ships, which got extrapolated. While not entirely unreasonable, it may just as well be that the Breen ships are a one-off in that regard - the anniversary ships are far from forming any set of any kind. Or breen are milked for anything they got because winter-cold-breen (though that would easily be an argument in favor of more risan ships).

There are two Risa hulls in the game engine and both are in player hands. There are three Vorgon hulls in game and only one in player hands. There absolutely is a 'Vorgon set' and delivering more of it is the path of least resistance.
Now, it could be they're about to do a 'Year of the Escort' the way they just piled on wave after wave of Science ships, with the new Heavy Weapon slot being the sweet, sweet incentive the way they used the Temporal specialization to get people to actually play Science. There are larger, coordinated patterns in their release schedule if you bother to look. So an updated Risa Escort T6 with shiny new heavy weapon slot could be a thing. But I'm thinking a Rise Science ship is so last year/not happening.
I'd have to assume that, if Risan ships were intended to go as far as Breen ships, they wouldn't have broken the cycle so long ago. I don't see any other NPC Risan ships in game, but I do see a couple NPC Vorgon ships. Which means they're already designed, and have been for a while, and considering we've already gotten one, it really wouldn't make sense to not get another especially when they're already there. That said, I wasn't playing back in the days when the Risan ships were up for grabs, so I wouldn't mind getting my hands on some T6 versions of them. However, I'm in love with the Vorgon ship design and being a cruiser user primary, I sure would like to get my hands on that one.

Also, considering the craze of Sci and Frigate/Attack style ships for events over the past few events and even C-Store releases, I do expect to see either a cruiser or a carrier, Risan or otherwise, I think we're a bit overdue for an Event Cruiser, Carrier, or even a Dreadnought.
Empirical evidence does point to a set of playable Vorgon ships.

So basically the same reason the Breen are connected to the Winter Event now. Technically it fits thematically. Also... they don't have to design new ship models from scratch if they use the Vorgon ships they already made. So in theory we have the possibility at a full set of Vorgon ships just like we do the Breen ships without missing a beat. Also as I pointed out earlier... the Xyfius console does say "Any Vorgon ship" which implies more to come. Otherwise it would only say that it can be equipped on the Xyfius, like how some consoles are locked to specific ships such as the Vesta consoles only on Vesta variants.

Science isn't the Risan specialty, why would they make a science ship? Both Risan ships fit the Risan theme of civilian pleasure craft converted to mount armament. The Corvette is a speedboat and the Cruiser is a yacht. If they made a third ship it would be a converted civilian pleasure craft, so maybe a cruise ship made into a dreadnought cruiser? Maybe that one could carry the Ja'marohn class name... cuz when you see it coming at you you're ****ed LOL
