All accounts will be getting a free character slots as stated in the last sentence from the March 9th announcement.

That's a sticky point you raise and I'm curious about it myself. While others have answered your basic question, "are they going to provide the playerbase with a FREE character slot for this?", the main point to your question remains.
Are players who have maxed out the number of character slots currently available going to get a free slot on top of the ones they already have?
I think that the answer would be yes, either by a one time exemption to the current limit, or that Cryptic may raise the limit with this event. They've raised the base number of ship slots we can have recently as well as increasing the base number of BOff slots and even inventory slots. So raising the amount of character slots seems like something they can do.
It's just a matter of *if* they will.

I now tend to just run a regular Human, probably female and go with a pure canon build on a pimped low level ship.
I recently flew around the new sector space with my T1 constitution which I outfitted with Mk XIV gear and it was glorious!
I have been playing the new DSEs and could hold my own against pretty much all enemies from Klingons to Borg.
They didn't explode all instantly and with some of them it took some clever piloting to not fall prey to their special abilities, but most of all it was fun!!
So, I really want to dedicate a toon to that and might as well make it the Delta Recruit.
I am not yet decided on the career. I have been playing tactical for the longest time, so might try out a pure healer toon, so science would be my way to go.
I might make this toon an Out of Time character even with an all TOS/Movie era theme. Since we get recruited by a time traveler anyway.
movie era might be better to get some flexibility with the ship. I can justify a Constitution refit and an Excelsior that way if necessary.
I have nine characters. Making another one has zero appeal.

one wonders how a species like the klingons can still exist being angry all the time , not bathing and are generally incompetent with the IQ of a rock...perhaps i should not insult rocks that way.

I've done the Fed side twice so far (albeit a long time ago before a lot of the episode updates, sci cap and engineering cap) never got a Klingon past 20 on their side, and haven't even touched the Romulans before (as I generally had no interest in them until recently.)
Think I might start with either the Romulan or Klingon and then try to get them all done before the event ends but not sure what to start with.
Romulan Science. I had a Romulan Tactical before, but I deleted her when I realised that all new content was gonna be playable by all three races, so I didn't see the need for two characters (didn't have a KDF at the time).
Okay, moment of truth: I'm scared to do anything but engineer at this point. You may think that's funny, but engineer is a safe bet. I'm not going to die. On the other hand, I would like to break out and try something else. I don't want to do Sci because that seems really team oriented and ... I'm a loner. I'm thinking tactical. But i'm concerned about survivability. Especially since my end game ship will be the T'varo

With the right build, any captain can get good mileage out of the T'Varo. My Reman Tac flies the Fleet T'Varo Retrofit as a sort of hybrid stealth torpedo bomber, which is a refreshing change from my other 4 Cruiser-flying characters (and 1 sci ship). The trick is that the T'Varo doesn't tank or heal anything like what you might be used to with a Cruiser. It's fast and nimble, so your survival comes from maximising defense/evasion. Abilities like Polarize Hull Plating, Emergency Power to Engines, Aux to Dampeners, and Attack Pattern Omega work well here, just don't forget to carry at least one shield heal and one hull heal.
An Engineer would really boost a T'Varo's survivability, but you would be losing out on serious alpha-strike potential from a Tac captain or sneaky Sci-based debilitation. Besides, it's good to try something different - you might end up liking it more than your other characters! In a worst case scenario, you've tried the other style and learned that it's not for you.
Forget the possibility of PvP, for so much has become pay-to-win, never to be balanced. Forget the promise of exploration and research, for in the grim dark future of Star Trek Online there is only war. There is no peace amongst the stars, only an eternity of carnage and slaughter, and the laughter of thirsting publishers.
If I do it, I am thinking a Fed Space Magic Captain; I have 8 toons now and no Science Captain. It would have been nice to give some love to EXISTING alts instead of having to make new Captains to get love. A Skill boost across the board would have have gone over real well . . . and required little effort.

I'm hoping they put the LTS on sale during or prior. I want to make at least one Borg Delta Recruit.

And one KDF Alien or Orion (Sci or Tactical Female).
Alien for the extra Trait slot, and to create some random backstory about being an ascended/augmented/superior human, romulan, or KDF agent sent back in time with some of their memories regarding the future lost/erased to prevent too much alteration in the timeline, while they work with a temporal agent to do what needs to be done to try and save the Milky Way Galaxy. The Borg being an eventual possible alternate main, if the game ever gets alt-friendly enough post Delta Recruit.
Would a Romulan Science Captain suffer much with the power lost?
Yes. Romulan and Science is the worst combination for a captain.
1. The 40 point power penalty for Romulan ships is pretty significant for a Rom science captain. You will not have much power to devote to both weapons and auxiliary subsystems.
2. There are only three science ships; T5 Ha'nom, T5 Fleet Ha'nom and the T5 Romulan Dyson Science Destroyer.
3. A Plasmonic Leech is more or less mandatory for a Rom science captain flying a Romulan ship.
My Fed aligned is flying the T6 Breen Carrier to avoid #1 & #3. The power penalty of the singularity core is not too bad for my KDF aligned Rom tactical captain who also has access to the Plasmonic Leech. I nearly deleted my Rom science captain twice.
