I had all 3 of my ships on 40 credit after getting the carrier and other two ships. I had to complete two ships tho.. next day completed all 3 and the 40 for all other chars had vanished.. now all ships per toon were at 1k each. Before completing the last two... it showed all toons could claim all 3 ships after recieving them once on a toon all others needed only 40... then it wasn't.... big WHaaaaT???!!!
Since when is it buy one ship for 1000 pics and unlock discount for all three? I had to pay 1000 pics for each ship to unlock the discount.
No one said anything about one ship. Unlocking Cruiser or Raider THIS year does not apply the global account unlock for 40 pics. We're talking about the cruiser unlocking cruiser and raider unlocking raider on all characters.
Obviously, this is a bug and not "clicking stupidity" as it affects THOUSANDS of players. Virtually every single player that did not participate in previous years.
This is the first year I've run this even, did a different ship project on 3 characters.
The carrier discount applied correctly, but both the cruiser and escort ship failed to apply. I only have the option to pay another 1000 photos.
This is also my first year of running the event so my plan was to run 1 main and 2 alt toons each with a different ship, my main being the breen cruiser. I completed the project 10 days ago and just finished the other two today still with only the carrier discount on any toon. Personally, I don't care about the ships, just want the consoles.
Surely they would have had some sort of plan to patch due to the cruiser and raider being the other years main prizes? God help next year.
I can confirm it's a problem for those doing the events for the first time. Carrier unlocked fine on initial character and the discount appeared for all 6 alts. The Chell Gret and Plesh Brek are another matter though.
I unlocked the Chell Gret and found that there was no discount on any of the other characters; I had already upgraded it to T5-U, so I thought this might be the cause of the problem, even though I'd successfully received the completion accolade for the cruiser.
Today I tried unlocking the Plesh Brek heavy raider. This time I didn't upgrade it after acquisition, just opened the box. No discount on other characters; leaving the game completely, restarting and logging back in didn't clear it either.
As things stand I have 7 characters with carriers, but the one who really needed to get raiders unlocked to use on his can't, as he was the one who spent 1000 photos to get the damn carrier in the first place!
I would like to add my name to the list of those affected by this bug.
First did the Winter Event last year and got the Warship. This year, I worked on the carrier on one character and the raider on the other. My warship discount has carried over, and upon completion of the carrier the discount was made available on that ship as well. Once I completed the raider and was able to open it, no discount was created on any character.
We have been left twisting slowly, slowly, in the wind.
reply one about the Chel Gret I did first as I hadnt the raider unlocked so far - Ticket reply was (original in German so just a bit of translation) - "yes we are aware of the problem and can say that this issue will be fixed with a patch thats been in the pipeline"...well no additional info about the patch date so it might be next years event but the second reply ragarding the raider was even more fun (again translated) - "there is no known issue at this point about the situation you described. please make sure you post about this issue in the bug report forums to bring up a potential problems to the developing team"...congrats...test failed...downgrading 2 years and go back to school to do some homework...all I can actually do is laughing about such a either ignorant or which gets my bet completly stupid support system filled with some close to human but lacking of a brain primates...
I think the "zero suport" problem here is from the fact,
that like most people, all the staff from PWE
- including programmers - are gone home for Holidays,
and will NOT be back before 5.01 (monday).
So nothing will get done until then.
They propably even not read emails or forums :P

I don't know if anyone else had this happen today, 1/2/15, around 11:00 am PST. I have four characters, each with around 800 Q pics, when suddenly they all registered as finished, allowing me to claim the Carrier. I cycled through all four, got the ship, then cycled through again. The first two I tried gave me the other two ships for 40 pics, but when I tried to do the same on my other two characters, they both said I needed 1000 pics. I tried asking about this in-game but no one answered. Was the sudden discount a bug, or was the return to 1000 pics the bug?
Finished collecting 1000 [Autographed 8x10 Glossy Picture of Q] today (Jan. 2nd 2015) on one of my newest characters; this is the first time this character participated in the Winter Event.

2. Newest character was only shown the Breen Chell Grett as available for queue slotting.
3. Newest character successfully collected 1000 [Autographed 8x10 Glossy Picture of Q] from 'The Fastest Game On Ice'.
4. Newest character was successfully awarded the 'Ice Racer' accolade.
5. Newest character successfully surrendered 1000 [Autographed 8x10 Glossy Picture of Q] to the Breen Chell Grett project.
6. Newest character was successfully awarded the boxed Breen Chell Grett ship to inventory.
7. Newest character can see three Breen ships available for queue slotting after completion of #6.
8. Newest character was not awarded an account wide discount for Breen Chell Grett or any other type of ship.
9. Older characters that have participated in the Winter Event in previous years were again given the mission + ornament to unlock Event queue by Q upon arriving in Winter Wonderland. As this was unlocked years ago, the ornament remains in their inventory.
10. Older characters see all three Breen ships as available for queue slotting.
11. Older characters do not get an account wide discount on the Breen Chell Grett or any other type of ship.
12. Older characters have not claimed any Breen ships from previous Winter events.
just as an aside... if you got lucky and had all 3 on one toon... well just try getting your hangar pet upgrades.... the ship doesn't register which is why no one can get their 40 pic bonus... well if it's not registering.. happy time getting anything other than the fighters you get as default hangar pets
Soo I unlocked the Raider on my kdf and chell on my fed, first time first year, for 1000 photos. Its still cost 1000 for my alts. Never participated in past events so that isnt the problem. Same issue as this guy :

Same issue here. I have all three ships now, but of course my toons only get the discount for the carrier. I DID NOT PREVIOUSLY OWN ANY OF THE SHIPS before this current winter event. This is the very first time I've even done the winter event (even though I've been playing since season 5).
In case there's still any confusion: THE BUG I AM GETTING IS NOT CAUSED BY ME ALREADY OWNING ANY OF THE BREEN SHIPS. THIS IS THE FIRST TIME I HAVE PARTICIPATED IN THE WINTER EVENT! I HAVE NEVER OWNED A BREEN SHIP BEFORE THE CURRENT EVENT IN PROGRESS!
I've got the same problem. I made the "mistake" of upgrading the Chel Grett and Plesh Brek to T5U immediately after claiming them for 1000 pictures (which shouldn't be considered a mistake since it's the most logical thing to do) and now I'm unable to claim them for 40 pictures on the toon that needs them the most. The discount system only takes account of the "standard" versions, which is why the carrier works for everyone. In other words, the free upgrade is a trap.
Since the timing is a little unfortunate, it would be nice if they made a special patch earlier next week fixing this problem (apparently, they have the fix already working on Tribble).
Well, although my account was created before the last winter wonderland event, and that I never participated and the character that existed while last year event was ongoing are now all deleted, I am still affected by the account wide discount for the breen ships. I just hope they fix it soon
I would like them to at least unlock the frigate pets account wide for completing the raider. Although with the pet nerf, they might not be even worth it.
Got the Chell Gret in 2012 before the event reputation but did not get it in 2013, which is why I had no account wide discount.
Got the Plesh Grek in 2013 through the event reputation and did have a discount at the beginning of the 2014 winter event.
Got the new T6 carrier and did get the account discount.
Just got the Chell Gret for the full price of 1,000 glossy photos of Q through the event rep project after doing the race for 25 days and did NOT get an account wide discount. I was hoping Cryptic would have fixed the Chell Gret before I got a full 1k pics but they didn't and even after paying full price I'm out of luck.

Completed on a different character each. today only the Carrier got the discount unlocked. The other 2 are still full price.
On the accounts missing the discounts I tried talking to Q in the winter wonderland map and he never even flagged the completed projects for the discount that the patch on the 16th of December was supposed to have fixed. No Change in discount status.
Just to add myself to the list. I have never before done any of the winter events, never been to Q's Winter wonderland until the 2014-event. The newest, T6, unlocked as it should. I unlocked the Chel and the Plesh in two new toons that was made late 2014, and both are still 1000 for all the other toons.
What dev's could/should do if a fix is very hard to put together, on the very last day of the event make all ships just cost 40 pictures and keep it like that for a month or two. Then people have time to log in, put the pics in and get it. Then wipe all queues, fix the problem, and be ready for next year. Imho.
I haven't tried yet - this is my first year on the winter event. Is it worth trying to unlock the Chel for all toons, or should i just assume they aren't going to fix the account unlock and get the Sarr?
on one hand, there's the automated-looking message that they know about the problem and are "working to fix it."
on the other, the constant refusal to acknowledge it or comment about it (not to mention keeping the partial fix locked to tribble since few weeks ago, as well as breaking tribble character copying to possibly prevent people from testing if it works normally) may suggest they decided to deliberately ignore the problem until it's too late, or to generate more impatience and make sure when they fix the bug on one of the last days, people will flock in like crazy to get their ships which will inflate metrics.
it's a lot of circumstantial evidence though, so it's not anything definitive.
Now clowns, that's another story. They scare the crap out of me.
We fight them too. Entire armies spilling out of Volkswagens.
We do our best to fight them off, but they keep sending them in.

Then people have time to log in, put the pics in and get it. Then wipe all queues, fix the problem, and be ready for next year. Imho.
Woah! No thanks. There are lenty of us who have put the work in well within the given timeframe to be able to afford all 3 ships on all of our alts as well as save up a bit for next year so that we can go back to working (abroad, offshore etc, without internet connection) before the winter event ends. Why should we suffer when we've put in the work as suggested by cryptic to get all of our toons shipped up? If anything, the devs should b willing to exchange the required 40 autographs per ship directly from players' inventories for the ship requisition boxes on an account by account basis if necessary. That's certainly the ticket I'll be sending on a daily basis when I'm back from work if I don't find the ships in my inventory when I return!
I am having similar issue to many of the folks who have posted here. I have not participated in any of the previous years winter events, I hadn't even logged into the game in close to 3 years. I participated in the winter events on 6 or so of my characters and was able to successfully unlock the T6 ship with discount account wide. On another character on the same account I unlocked the Chel Grett ship, but there was no immediate notification of an account wide discount like there was with the T6 ship. I went through my characters to see if I had an account discount on it and I did not, not even on the character who unlocked it. I am hesitant to unlock the Plesh Brek until this issue is resolved.
