I for one understood pwgroverclvlnd's post first read through and appreciate that time was taken to post this update to the forums. So, thank you pwgroverclvlnd.
Any chance you could break it down for the rest of us, with bullet points?

Seconded. Although given Cryptic's record with their recent design changes/implementation/testing I would not be surprised if something goes horribly, horribly, disastrously wrong.
Welcome new dev. However you really couldn't have been more unclear with that post.
If the net change will be nothing, then why are you devoting development time to this in the first place? With of course the added risk of completely breaking everything.
I am 99% sure when he wrote this he was high. Cause I read it 2x and didn't make any sense of it. Then I took my meds and stuff started jumping out at me. I beleive I started to comprehend the dictonary thick information in each sentence due to the language that was created to interprit the Dev's post. So after careful consideration I took more meds to see if I could understand it in its entireity. Here is what I figured out after zoneing in and out for hours.
Cryptic is going to nerf xp gained through what ever means you use to level. Be it episodes, doffs or STFs. Everything will see a nerf. Also encrypted in the blog was the reason why such a thing is happening. Its because the creative minds at cryptic that develope new content for us to play have gone on strike and this is a way to keep us busy while they don't add anything progressive to the game other than new ships to drain our wallet. Also these shipls have no meaning and are only to be looked at, not played. Well there you have it.
Trust me, somebody would have noticed the numbers changing and might possibly draw the wrong conclusion about what was going on.
Aside from that, "anomalous numbers" are bad, from a programmer's point of view. It means something is not working as intended and will likely come back to bite them in a future update.
Sounds to me like they're proactively fixing something that they were fairly sure was going to cause a problem. Also sounds like they're intending to go to extra lengths to make sure they aren't taking away anything they've already given.
If they felt it was important enough to fix AND post about it, then it was an issue.
So your opinion is the update (that does virtually nothing, based on OP's post) is a 'proactive fix' for 'anomalous numbers' that might cause a future problem.
If that's the case, why wasn't THAT posted? As you can see, people are drawing many conclusions even from what was posted.
And then there's the elephant in the room: It obviously does nothing in the way of helping players gain levels. Have fun in Argala (unless that's stealth nerfed in this curious seemingly useless update).
TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class. Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider. Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.

I understood it as well. It just doesn't make any sense...
There is absolutely no logic behind this change. It's hardly even a bug fix, it's just effectively putting a magnifying glass in front of the XP bar...
I saw this and immediately though "finally, they have listened to the overwhelming call for an XP buff" but NOPE! they've just proved that they are carefully listening to all of our concerns before tossing them out the nearest airlock...
It frustrates me that the devs are simply wasting their time on this when they could actually be addressing serious in-game issues.
Real Temporal Operative: Purchased the Special Temporal Agent pack before it was even officially announced!
Because I leveled to 60 easily, without Grinding Argala. I did the story missions and the open missions on Kobali. It was no trouble at all. Only the Vocal Minority come here to whine. Only the overly entitiled feel they need to level like it was nothing.
The post is inteneded to explin the changes and inform you that the larger numbers you may see, won;t increase the pace. Hopefuly to head off the kneejerk reaction "It's still hard to level they lied to us".
The Forums are a place for the crazy to find other crazies.

There's a certain logic to it from a psychological aspect; the illusion of getting more XP makes players think they are leveling up faster, when in reality it would still be the same amount of time and effort.
The other part that's forgotten is that they're standardizing the XP to scale with player level rather than based on the fixed level of NPCs in missions/zones (so NPCs in Kobali ground won't be rewarding 0 XP per kill for a level 60 player, for example).
Captain, I do believe that our universal translator has failed.
Um...
Yeah...
This is a change that makes no sense at all.
It would be like a car manufacturer said "Hey, good news, we will install a new engine in this super car, but at the same also replace the carbonfibre panels with iron ones. Feel the power of the new engine.." In effect, they added a new engine, but also took away the light carbonfibre panels and replaced them with much heavier iron panels, thus making no change what so ever to the cars performance...
Wich is exactly what you are doing here Cryptic. What a waste of developer time and resources...
So pretty much you're increasing our XP gain, so it's less a grind, but then increasing our XP level up cost so it's the same amount of grind it was before hand.
A Net-zero change.
How much more do we have to complain about the utter crawl that is Leveling to 60 and then gaining Specializations points before you actually make it not utterly ridiculous?
I mean what use is finally getting more than 10 experience for killing an Elite Tac Drone in KAGA if I still need to kill a 60000 of them to gain a single SpecPoint?

Ok, I get that you make some kind of WoWs numbersquish with only the skill points; just in the opposite direction by blowing them up. And tell the ppl because completly different numbers out of the blue would flood the forums with questions.
This might alleviate your particular concern. (If you believe it and don't expect the unexpected.)
If you are halfway between levels 52 and 53 now, you will remain halfway between levels 52 and 53 after the update even though the total amount of skill points to achieve level 52 has gone up and the required skill points youll need to earn in order to become level 53 has also gone up.
TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class. Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider. Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.
This is what greatly concerns me. I'm hugely worried they're going to rush something slapdash into live, and then try to back patch the resulting chaos. Especially considering the wildly confusing manner in which this was put forth... If the end goal is "no change" Cryptic... Don't. Rush. This.

Don't make ARC mandatory! Keep it optional only!
LOL...that was so funny.
Basically, there is NO change...nothing to see here...:D

Nice to meet you CRAZY
On a side note, bluegeek makes some good points.

nope... just adjusted for cost of living, your net profit is no higher
If they're increasing the XP cost for leveling...
What happens to my 60th level toon now? Do I lose levels?
Btw it now cost $500 to park
Hmmm. That's a good question!
If you read the last few lines, they specifically stated that levels will not change.
Of course, this is only as long as they don't break something else code-wise.
Though it would be wonderful if they broke the required XP adjustment and we ended up with an unintended weeklong XP bonus.
...uh oh...
Given well, Cryptic. I would brace yourself.

... but why doing it at all; bored?
Poor research.
Poor implementation.
Yes, we trust your judgement on what comes next.

THANKS for the much hard work!!!

Happy now :)
