Bendalek's post is spot on! A Sci/Int ship would have been perfect.
We really don't need another Escort like ship just like the KDF doesn't need another Battlecruiser...Cryptic just loves messing with their hated factions.
They give us something that has sorta been wanted to shut us up...the RR gets a nimble Battlecruiser and the KDF gets a new Raptor...but yet give us each Intel ships of the least needed class for both of us...while Sci is neglected for both and we both are severely lacking in the Sci department.

My guess is, whoever does the ship spec designs for Romulans, is a moron, who only knows how to fly one ship and play one style, so that's what every ship except 3 is.
3 ships out of the entire range (not including the Scimi, which should never have made a playable ship) But even counting it, it's only then 4 ships ...
Then look at the BoFF seating, Console layouts and turn rates, and they are all almost identical !
Romulans need Sci Destroyer/Scout (as do the Klingons really)
And there is not one single Battlecruiser in the entire Romulan Fleet in STO ... Not 1

A Battlecruiser has 4 x 4 Weapons and at LEAST a 9 turn rate and with at LEAST 1 Lt Cmdr Tac seat, and at LEAST 3 Tac consoles and at LEAST 40,000 Hull.
Definitely, definitely agree with the lack of variety for Romulan ships. I play a sci captain, so the fleet certainly is a little battle heavy for my tastes. But, going on canon references, Romulan ships are almost always referred to in the shows and movies as a 'warbird' or something else that contains the word 'battle.' Sure, the RSE and now the Republic too do science stuff, but it makes sense given onscreen evidence that science is secondary to big cruisers and tac-heavy ships - it's an element, but always secondary.
That said, I do really like the Scimitar as a playable ship - in my case, a Tulwar. Given that the Remans were brought properly into Romulan society with Donatra's extended hand, it makes perfect sense that the Scimitar's design was adapted for full use. It's not like the RSE had time either post-Shinzon or post-Hobus to design brand new capital ships anyways.
Especially given it's enhanced battle cloak, the Fajita Warbird would be perfect with just a few sci-ish changes.
Commander Sci, Lt.Cmdr and Lt tac, Lt.Cmdr Engi, universal ensign.
Remove one forward weapon, give it a secondary deflector slot.
Obviously, +5 engine changed to +5 Aux.
Why no beam targeting (which I care little for) or sensor scan (which I adore)?
Because they'd be fake buffs. The former is offline while cloaked, and the latter outright shuts your cloak down till you turn it off, neither of which is too compatible with EBC gameplay. But removing a weapon needs something in exchange and it needs a sciencey buff, so deflector it is.
To be entirely honest though, it's very hard to make a strong fighting science boat when you're totalling about 42 energy behind everyone else though. EBC torp sci would pretty much be the only path for it anyhow.
Alternatively just make that heavy plasma lance (and the other faction equivalents) into an actual fused weapon or something. "nothing but the 3 minutes" consoles tend to get shoved into the bank and forgotten for a reason.

My guess for the Aelah is more or less the Qib/Eclipse (slightly lower hull HP than either) specs with the Lt. Comm Engineer changed to Lt. Comm Sci/Intel and Lt. Sci/Intel to Lt. Eng/Intel similar to what was done with the Faeht compared to the Phantom, along with dropping the Intel from the Comm Eng since non-Intel ships can't have Commander Intel slots. Likely Singularity Abilities, but no Cruiser Communications Array, too.
I'm more of a Battle Crusier person, and rather like the secondary Sci capability of things like the D'D and mirror Negh'var so I'd lean towards the Aelah if my guess is close, but the rather low Tac capabilites make at least single Aux2Batt a near requirement, unless Intel abilities can fill in the gap slotted in the Sci or Engineering BOff. Aux2Bat makes Gravity Well usage more of a problem, with needing good timing and/or popping of Aux Batts or EPtA, though not impossible by any means.

I think it is intended to fill the same role as the Avenger/Mogh.
To that end, maybe they'll take the D'Deridex BOff layout and bump up the ensign universal to Lt., which would be the same as the Mogh/Avenger layout with the Lt. Sci bumped to Lt. Comm. That'd be a pretty fun layout, actually. You could run Aux2Batt, double up on TT and cannon abilities, or grab slightly more Sci (Photonic Bridge Officer might be more useful when combo'ed with the new Delta Rep console and the other cooldown gear already out) depending on desires.

It does sound similar, but seems to trade the (extremely powerful)gravity well for pure exotic damage. Honestly, the thing that came to mind when I read the description was a Point Singularity Projector from Andromeda.

We NEED another Science ship, which the TRIBBLE is ... kind of ... So now we NEED a proper Battlecruiser ... A ship with decent 4 x 4 firepower and BoFF seating, that can actually MOVE and can outrun and out turn a concrete slab!

It says Battle Cruiser right on it's picture on the DR pack. Hopefully it's Mogh/Avenger or Fleet Tor'kaht decently-turning type of Battle Cruiser, not a Bortasqu' Battle Cruiser slow boat. I'd expect turnrate and consoles to be similar, if not identical, to the Eclipse and Qib with the main difference being the BOff layout, particularly what gets Intelligence sub-seating. However, that's just my guess based on the Phantom and Faeht being so similar outside of the BOff layout.
Stats are very interesting, a little disappointed they went with 3 tac consoles instead of 4 but hopefully will be resolved with the fleet variant. Turn rate is very nice, will def be getting this. Been waiting for something new and interesting (not necessarily more powerful) to pry me out of the scimi and a ship that can turn, use cannons, and doesn't take up an entire sector block will be a nice change. Not to mention not having to worry about watching me speed to avoid sliding all over the place in battle is nice too. Only thing I can say is hurry up with the fleet ship versions!:D
prior to the Aelah's stats release I was thinking of running with a fleet dhelan t5U, fleet ar'kiff T5U, An the fleet D'Deridex T5U. An the T6 intel warbird ( feaht).
Now I'm stronging considering saving the zen and not upgrade the D'deridex,fleet. Instead replace it with the Aelah. toon wise mainly have rom tac and rom sci

True point - I guess I was more wondering what 'battle cruiser' was actually going to mean on a mini-D'deridex.
The Aelahl is a must-buy for me. Very workable BOFF layout for a lot of builds, and it looks like it can both take and dish out a beating pretty well.
