I'm in the Caribbean, Trinidad to be precise. Had this issue just after the most recent patch, put through support ticket, was asked to post here. I've no trouble connecting to other games , LoL, BFBC2 etc.
Now the funny part is that for the past week, I've been able to log into STO and play perfectly(via ARC only since my Steam launcher still refuses to work an always downloads 2 files,no idea what, when I do a verify) but today things started to happen again, such that ARC launcher is hanging on the Loading section.

I tried running nettest a couple times, left it running for a while but it hangs at the 2nd port 80 test. I had , during the last week since encountering this issue, run this test with complete success, so I'm not sure what changed.

If the pathping isn't getting past your ISP there is something going on at that level from what I can understand. I'd try running it again and seeing if it resolves, if not then there is an ISP issue.

You have packet loss all over the place and it gets really bad at line 6 - starting at the 198.142.139.132 which still is in the AU. Might be an ISP issue.

Without the VPN, your Trace Route is showing very bad lag with the Cogent Boston Hub. And with your ISP blocking the protocol that 'Path Ping' uses, you can't see how much packet drop is occurring there...
Also, if 'Net Test' can't allocate its performance buffer, that's a hint that something may be happening with your system (e.g. running out of memory, too many background tasks running) If 'Net Test' can run when the system is booted in 'Safe Mode' that may be confirmation of this...

You must work for Cryptic Grouchyotaku, since you think its everyone else's problem but theirs, or do you want a medal for being able to play fine?
As I said to Askray, shall we all just like it and get over it? the Notion of one person doesn't really matter comes to mind here. An open question to you, Askray, or anyone, we call up our ISP providers, per say what do you suggest I say to them? One game out of many that are available online is having some lag issues; yes we have good pcs, good connections on every other game but this, I demand you fix it!

I just want this fixed, and to possibly get some kind of action from an actual Cryptic employee, not just a volunteer.
You must work for Cryptic Grouchyotaku, since you think its everyone else's problem but theirs, or do you want a medal for being able to play fine?

He doesn't work for Cryptic or PWE and has actually stated when it's cogent (the backbone that they have) and told people to file a ticket.
This is why we ask people to do traceroutes, pathpings and netstats to see WHERE the issue is. If it's in your ISP then yes, it's your ISP's issue and you need to talk to them with the information provided as they will have to deal with it. Yes, one game can be a problem when others aren't. It's all about how the traffic is directed.
If it's outside of their data centers network then no, there isn't anything that cryptic can do. Especially when it's still inside another persons ISP connection.

I am not a network engineer but the game worked just fine a week ago. Now we have terrible lag and disconnects. From the tests it look like that our data stream is choked from somewhere and the speed is not the issue. On the other hand we managed to login and play normally trough VPN - which confirms more or less that our internet connection is more than capable of playing this game. So what conclusion can be made from that?
234 ms latency must be due to the VPN connection. Recommended upper limit for network latency is 180 ms...
About the Net Test not allocating its performance buffer ... maybe because I was running an antivirus scan?
Anyway, since yesterday night the game is running very smoothly ... My average ping was about 185ms and right now, morning here, it's an average of 165 ms ( with few spikes of 500-600ish) but can't complain at all ... it's going smooth.
However, I have got the Expat shield still going on.
Either they solved something ( I noticed the red script about website experiencing technical difficulties has gone away from the launcher ) or my antivirus detected and isolated some rootkit virus ( Avira found an hidden object but I don't know what it did to that rootkit ) which was slowing my pc or both ...

Agreed. Here's a two additional supporting facts that seem to point at something other than a simple network latency issue:
1) Admittedly, this is a weak point but I've been playing since STO's F2P launch amd never had any issues until season 8.5 launched. Filed customer support reports with both my ISP and Cryptic, it got better for a while. Then season 9.5 patch ixnayed things again. Granted, network connections may have changed over time but to suddenly develop network latency issues after two major season patches? Feels suspicious to me.
2) The game can occasionally run smoothly. That is I can login, load a character and play the game without any lag what so ever. No problems flying through a crowded instance of ESD Space or play the Voth space battlezone with dozens of other player and NPC ships whizzing about. The network latency issues only start when I try to move my character/ship from one map to another map. Typically it will just pause for a long time at the "Loading Map..." screen, usually at the 94.68% mark and I'll get the red message "Server not responding (??.?s)" before getting kicked back to the login screen. This has consistently happened many, many times. It is inconceivable to me that network latency just suddenly develops only when the game is loading a new map.

It means that the connection route through the VPN connection is bypassing the network congestion that the direct connection route has... (Which is further confirmation that its a network route issue...)
This is analogous to taking the back roads to drive around a traffic jam on the highway. It works as long as the back roads have light traffic conditions...

Yes, but we don't know on which side of the Ocean is the jam - EU or US. And considering all the other gaming services i use are working properly (Steam, Origin - all US based) it is logical to assume it is something closer to Cryptic than my ISP.

This may very well be the case, as many of the Network Diagnostics recently posted are showing issues with the Cogent Boston Hub... But theirs no real proof unless you post your 'Path Ping' diagnostics...

Sooo ... after tons of posts where you trow away your brightness and fancy terms and theory combined with denial and ignorance of real problems you now admit that it's not OUR ISP but a direct connection route client was set up to follow >?
If game is set up to run thru defined route and that route is not working properly who is to blame ?

And the answer is YES, as its your ISP that makes the decision on what Internet Backbone they take to reach the destination. (And often this decision is based on the bandwidth fees that the Backbone Providers charge for the connection... Higher quality Backbones will charge higher fees...) The STO Client has no decision is this, as everything after your systems network interface is invisible to it...
And this is the reason why VPN connections work some of the time, as the network which is hosting the VPN will have a different Backbone Provider that doesn't have the Network congestion.
Yes, but we don't know on which side of the Ocean is the jam - EU or US. And considering all the other gaming services i use are working properly (Steam, Origin - all US based) it is logical to assume it is something closer to Cryptic than my ISP.
I have around 5-6 games US based i even play blizzard games on US servers lol not to mention things from your post like steam etc ..
now if my ISP can get to them with no problems where are STO servers ? in some other part of US that they didn't discovered yet ? AREA 51 maybe , must be there and all that alien tech is causing interferience hmm must be that lol ...
[...]connection route through the VPN connection is bypassing the network congestion that the direct connection route has... (Which is further confirmation that its a network route issue...)
Affirmative, but it's not a local ISP issue.
Most decent ISPs dont have any type of filters and have sufficient bandwidth not to kill or lag a connection like STO's when a lot of users do turbo-mode stuff (p2p).
@ grouchyotaku - No backbone should kill or even slow this type of connection. It's not blacklisted either as ports or as traffic type.

Under ideal conditions, this would be true, However, if the Backbone suffers an equipment failure, or is over-subscribed for its capacity... The current trend in Backbone router development is that instead of queuing up the packets to process as time permits, the router will simple throw away packets that it can't immediately process, (avoiding the queue overhead) in the quest for faster networking performance. This is why the 'Trace Route' command (which only measures network latency) is becoming less and less useful, and the 'Path Ping' command (which checks for 'dropped packets') is becoming much more useful as a diagnostic tool....
And 'dropped packets' don't care what port their using, though streaming media is suppose to get priority for limited router bandwidth. This explains the common situation where 'Netflix' streaming media works fine, but STO connection are lagging badly.
Some ISP companies are also not providing sufficient bandwidth for their gateways to the Internet Backbone, using this as a business negotiation tactic... (do a Google search for 'Verizon' & 'Cogent').
ISP companies also make the decision on what initial Backbone connection they route their network packets to, often basing this decision based on the bandwidth fees their charged to make the connection. Which means that the fastest and most congestion free connections are often not the one chosen to be used...

Interesting, there's a report out that a major European Backbone provider is having serious issues, causing problems in Britain, France and Germany today...

'Net Test' shows that you can't sustain a quality connection to the network where the STO Servers are located, but this is to the 'Net Test' diagnostic Server, and not the STO Servers and are out of the picture for this connection issue...
'Path Ping' is showing a large jump in network latency, as well as dropped packets at the Cogent Boston Hub (Trans-Atlantic link related?) The latency value itself isn't bad, but you may have run the test when the connection wasn't at its worse... And any 'packet drop' is bad and shouldn't be happening...
Whats most likely the case is that your VPN connection is avoiding the congestion of the Cogent Trans-Atlantic link when it hits the Boston Hub by using a different connection route via the VPN Proxy...
You should probably open a ticket with Cryptic/PWE with the 'Net Test' and 'Path Ping' information, so they can kick Cogent with it a few more times to try to get the problems addressed...

20 ISP-s from all around the world all suck .. and only when you try to play STO ...
Sure .....
I just got finished pushing 3 Alts through CCE without a single hint of lag or disconnects...
If it was the STO Servers, wouldn't it be logical to think that EVERYONE would be effected, since everyone in the whole world goes to the same STO shard...
234 ms latency must be due to the VPN connection. Recommended upper limit for network latency is 180 ms...
/get laughed off the phone.
I just want this fixed, and to possibly get some kind of action from an actual Cryptic employee, not just a volunteer.

Our ISP ?
You are now officialy on my ignore list ...
Interesting, there's a report out that a major European Backbone provider is having serious issues, causing problems in Britain, France and Germany today...
http://www.tgdaily.com/audience/124391-ebay-goes-down-for-10th-worldwide-collapse-in-a-year
ISP: Telecom Italia
Info: the game is completely unplayable; continously rubberbanding and lag when into (ping from 500ms to 10000ms normally); the launcher is incredibly slow to load the login form (from 30s to 2min); disconnected from the server or connection timeout a lot of time while in
Frame time: this laggy situation started with the season 9.5
Test:
All these problems solved with a VPN (expat shield in my case). Tell me what is going on please, i'm just one of a lot of italian players out there with the same problem.
