Well I tried to access the wiki from inside the Arc overlay and it worked as advertised opening the web browser.
Still felt incredibly weird, but I suppose it will be useful in the future.
I must say it was rather jarring. The visual quality is lower res than the game so it looked kinda funky. That said I'm perfectly happy with that especially if it's a measure designed to keep arc from negatively impacting the game's performance.
Is there a way to access my bookmarks from there though?

Y'know, it's funny how things are starting to change concerning Arc and the discussion. When it first came out, it was a major chorus of "NO ARC!" People who tried to give a positive spin were ignored or called names for "buying in" to something that obviously no one wanted. As the gifts kept pouring in and the people started poking Arc, we're starting to see that some have warmed up to it or even tried it and said "Nah, it's just not for me."
But, you still have the people who think the best way to get their point across is by temper tantrums. And that's what I don't get: why the belittling? Why the rage? Why the drama? Do you honestly think that these sorts of things would get changes through faster? Do you think that, by threats and rage, you CAN make changes? I betcha each of those posts are flat out ignored. That the people at PWE don't look at the posts and go "Oh, god. We can't go through with this! We have to stop this now!". They'll go "Nope." and go to the next message.
I guarantee you that you get better responses by being coherent and reasonable and not having a heavy usage of the Caps Lock, threatening responses and just flat out "NO!"

The bribes that you mention has gotten more people's attention toward Arc so you're seeing more mixed views than the No stonewall before the bribes.
No input is meaningless, as I read pretty much every post and try to take the most feasible ideas and give them to the rest of the team. You may never see every great idea come to light, but that's not because we didn't want to add it. There is a lot involved in making a program like this. We have to be aware of how new functions will work with old functions, then we have to make sure there's no conflicts between them. At the end of the day, we just can't add everything we'd like all at once. Right now, we're working with what we have and smoothing those out so Arc runs as close to perfect as possible. When that happens, and even probably before, you will start seeing new features being added.
I know this may sound like a PR stunt or what have you, but we, especially myself, fully understand your issues with Arc. I'm a gamer, along with just about everyone on the Arc team, and I use plenty of programs like Arc. Because of that, myself and the team want you to enjoy Arc and we're going to keep improving it until you do.
We also realize, that even if Arc was to have everything you wanted, some people still wouldn't want it, and that's perfectly fine. That's why there are no plans to remove the capability of using Steam.

Nailed it for the most part. I've used it to loot some freebies, and noticed that it's...pretty much exactly what I expected. A weak Steam clone with all the looks, fewer games by orders of magnitude, less functionality, and a worse resource footprint. All the downsides and none of the upsides.
As such, I'll keep soaking up all the freebies they want to give out while playing using the old launcher until they make ARC mandatory.

On a side note; since you're partnered with Steam, would it be possible to work out a deal with them to utilize their "Steam Workshop" system for Star Trek Online? You could get a lot of cool new assets that could be added to the game at little to no cost to develop, but still bring in money. It works extremely well for Valve's game "Team Fortress 2".

That would require them giving out their development tools so the models can be the right format and everything.

You're missing the part where there's the exclusive Steam bundle where time and effort were put into creating this item that is only available through Steam itself.
Not to mention the immense amount of STO players who use Steam.
It doesn't come down to what gamers want (I wish that were so), it comes down to what marketing wants. It comes down to what a for-profit company wants. Money.
Cryptic sunk money into making STO appealing for Steam users, and they want a return on that investment. Even if Valve takes a percentage of the revenue, that's still money to be made. I'm not saying things won't ever change on that regard.
But from a greedy capitalist standpoint, there's no point in cooking the goose that lays golden eggs because you're already running a hatchery trying to find a new golden egg-laying goose.

Well as it stands now I'm suffering an error where I can't use, the normal launcher. My STO won't actually get past the Cryptic screen now if I don't use Arc and instead use the normal launcher. I find this unsettling. Is there a work around or am I just suffering a malfunction. In fact when there's an update, I get an error at the very last file that prevents it from completing. Is anyone else experiencing this?

Actually no it doesn't. The only rubbish around here are the posts crying about ARC on how it is not liked. I tried Steam, don't like it as it is rubbish as it hogs up my computer unlike ARC which doesn't.

Odd, I have exactly the opposite situation. When I launch STO through Arc, I get about two minutes of severe lag, then it clears up; through Steam, there's no slowdown. (When I launch CO through Arc, it becomes unplayably laggy. Steam seems to slow it a little bit. I attribute this to the strain CO puts on my poor system, especially the GPU.)

That's not at all what I was trying to convey. I use Arc pretty much regularly here at the office and at home (and no not because I have to, I genuinely like the platform). We do however like Steam and use it just as much, hence why the option to play our games on Steam is still there.

Look, I know the voice one player in the mix of things isnt worth much, let alone an answer. But in order to accept steam or arc, i would have to do 3 things with my pc that would really mess things up for me here. Try to at least look at it from my shoes.
(1) I would have to download the entire game all over again and use up my data limit for the month...thats not fair! I already bought the game (box/disc) I stick to my trusty old launcher because i can just drag and drop from one pc the next using my jump drive and save myself time,data and lots of money!
(2) Net security; look at obamacare website, the Target credit card situation, identity theft and hackers in general. This game has already been TRIBBLE once before around the time of pwe's change over i believe =O.o= Im not concerned about gold sellers, they arent a threat to me or my personal info. The spyware used to detect and infiltrate my files and leave me open is! Nowhere do I remember you guys saying you would access my pc or need such info other then the basics to access my games account. Can you not see my worry??
(3) Intentions for the future, i have feared the inability to fix certain problems over the years was due to lack of a large enough crew to handle things, then you expanded with pwe...more content (cool) same old bugs...still not fixed (not cool). I know once you become part of a plaza everyone is tossed their rationed lot, will sto be fed and treated like a generic browser game now that its joined arc's cartoony setup? Will the stuff ive been asking to be fixed ever be fixed?? I never get a response from anyone from the cryptic or pwe team that ive remembered....where do we go from here with customer service/bug report guys/gm/etc? I keep hearing others say you dont care, prove them wrong, I could as well as many others use a bit of confidence in pwe at this point. Please? This situation has me worried, its why ive been trying to bring it to your attention for so long.
I know its easy to buy off some people, spinner bait works best. Fear of "do it or else" can coax many others. Some just will do as they are told no questions asked, "..good boy Mongo." But I really think instead of forcing players into one door like cattle, let them choose their own path, you may pick up more along the way if fish-boned out. Your in marketing, word of mouth can reach further then one billboard! Look at how many of us have promoted and celebrated this game around the net, youtube especially!!
