I confirm that the Arc Gift worked on my Klingon and Orion KDF toons. You may have to click on the "Head" button, then select Off-Duty from the drop down menu. From there, click on the Uniform button and then select "Off Duty - Bare Chest".

I don't think that sto would be stupid enough to make arc mandatory, too many people are against it and would stop playing until a work-around was found. As in many people are choosing to NOT install arc already. Myself included. I say this after having invested more that $1k in the game so far, with plans to continue paying to win. Provided I can work around arc.

Never underestimate the power of stupidity. Especially corporate stupidity. (Of course, from their POV, it's not stupid, but that's another discussion.)
If you did the claim and uninstall thing, some people are finding what's supposed to be an account unlock is acting like a character unlock and you need to have logged into each character separately while launching from Arc, not just log in once and be done with it.
Things is that costume slot bug prevents kdf players from having off-duty uniform (second and third slot are not usable and first slot is only for uniforms). Maybe those kdf players that you saw bought more costume slots so bug is not on those slots - not sure.
If that is the case, then the outfit will only be available to characters that unlock it before Arc becomes mandatory. Consequently, some of my characters may eventually find themselves unable to access it anyway.
However, evidence suggests that any such items always end up being account-wide. Tribble testing rewards, all of the giveaways so far...
Edit: The IDIC tribble was one exception I cannot explain - but that went into the C-Store afterwards. :P
ARC is not mandatory, and will not be mandatory for Steam for example.

I ran through a similar testing routine, with different results.
What it amounted to was this... the costume unlock is NOT account wide. It is character only. In order to get it, you must launch STO via Arc and log into your character. If you dont get the email and the "Thank you for using Arc!" message, then it will not unlock properly.
Once unlocked, you do not need to use Arc again, whether you've saved a costume or not. The pieces are there and can be used without Arc running or even installed.
Further evidence that it is not account wide - the email you receive is character only, and is not visible in your inbox on any other character (if you log in without Arc and hadnt yet got it on that character.) So presumably any new characters created once the promotion ends will not get the costume unlock.
Tested via 2 seperate computers, one with Arc, one without, checked 5 characters, both factions and Reman. Once each character had been logged in a single time via the Arc client, the costume parts were visible and available to be used on the non-Arc system, but ONLY AFTER the unlock was done via the Arc system.
Currently, there is not an end date. There may be one, though, and we'll be sure to give notice before it ends if it does.

Thanks for the reports; I've passed them along. This is meant to be an account-wide unlock, and some players seem to be having an issue, while others are having no issue at all. We'll investigate.
In the meantime, please log-out completely, log in again via Arc, and choose the next character in your list -- hopefully that works for you as a workaround.

So, who is getting punted out the airlock for getting is wrong?
I've got a Trill KDF char. Only reason I logged in today was to claim the ARC gift uniform and put it on her. Now, why is it that you can't do this? Why is it that Klingons can't have an off-duty uniform?

Like others said, you likely didn't complete the procedure on this character to unlock it. But I have a female KDF Trill and I can confirm they are able to use the costume.
And how! I think it made up for the lack of a certain costume option for female Trill with the Honor Guard set, that Cryptic never got around to fixing. :P
It should also be noted (or verified by others) that you MUST create the costume and save it if you intend to play without ARC. because while you can get the mail and see the costume bits. MY(and speak up if you find different) experience is you cannot see the costume parts outside of ARC _WITHOUT_ saving a costume.
My experience is different. I went to the tailor to check if I had the parts, but never saved the costume.

The First Day Free gift has not be obtained by any of my Toons and I have six (6) unused clothing slots available, but am not able to retrieve them. I turned a ticket and the instructions that I received from Support does not work. I replied that the instructions do not work and now I get no answers. So far for the First Day gift for using ARC has had about a dozen updates and still nothing that has helped to resolve this issue.
The Second Day Free gift was obtained in the Zen Store (they list it as the C-Store), but when I go to the Toon for Customizing my ship it is not available. I have checked with all my Toons to see if anyone of them could install the new bridge and none of them can.
Does anyone out there in the STO Community have any help that they can provide for me to obtain both of the items listed above? If yes, I would appreciate your assistance.
I am not really surprised by the problems above, for the last few weeks I had a problems with one of my Toons that reached Tier 5 of the Dyson Sphere Command and then completed the Tier Five (5) Project that provided a number of items. The one item that I can still not obtain is the uniform/clothing that I was to have received. If anyone has any information that can help I would also appreciate it on this item also. With the Khan outfits, it's not an account unlock like they said it was. You have to be on ARC and log into every single character, then get the E-mail to unlock it.
With the Bridge set, if you properly claimed it, all you have to do is go to the Ship Customization NPC at the Shipyard, click on the Bridge Set Tab, and scroll down til you find the set. If it's not there, then you better file a CSR Ticket.
the bridge packs are only available on your factions ships, for example, if your using event ships or lockbox ships, you cannot use these bridge packs,m however say your sing an odyssey, bortas, mogh, avenger, etc (faction specific ships) you can use these bridges on those ships, romulans can also use these bridges i believe on any of their allys ships, but cannot use them on their own ships.

Yet, if PWE can see enough traction to change that, then they will.
Of course, though, Valve would remove all PWE games from Steam, as Arc is against their own TOS, but PWE are just silly enough to try it..
