Your 'Net Test' results show that you or your ISP cannot maintain a reliable quality connection to the STO servers... Ping should be less then 180ms, and throughput should be in the 300 - 500 range...
These are all the suspicious looking 'trace route' readings...
If you're using a Satellite provider, that might explain hop #2...
Now for the rest, it could be your ISP, Cogent Communications, or both that are causing the problems...
Try substituting the Windows 'pathping' for the 'tracert' command, and post the results, as that will provide further clues on who's at fault here...

Its unexpected that that the pathping is not seeing any lost packets, so the issues is just excessive latency on the connection...
The issue appears to start with the pccwglobal gateway to the Cogent backbone, with a delay so bad as to make all further statistics down the line unreliable...
This is strictly a ISP issue, and only the ISPs involved can correct the problem. The only thing you can really do is to complain to your ISP, to see if they can do something with the Internet backbone providers and Trans-Pacific carriers that they've contracted with...
Yep its Cogneto or above net.
Also the Perfectworldborder server seems to be packet loss machine today.
I tested it today after suffering from rubberbanding and other issues.
uotrace is a good tool to test the trace, ping and packet loss when you cant get your hands on better software.

I tested them all and for it was first cogneto, after changing my traceroute via a dns, i landed on above.net :P so bad luck for me today. its up to those 2 companys to solve it OR to perfectworld/Cryptic to change traffic routing over them. And yes they can do it. Also the perfectworld border server and cryptic server need to be improved network wide.

I'm getting timeouts trying to connect to the nettest server as well. I'm on verizon fios.
'Path Ping' is showing dropped packets in the alter.net backbone, as well as the Perfect World gateway....
You should post these results in the Network section of the PWE Tech Support site, so they can take a look at the gateway issue they have... (And this is a IT problem of Perfect World, not a Dev issue...)

Did you do these test while you were having connection issues? As both 'Net Test' and 'Trace Route' are showing results within expected parameters, though this doesn't rule out the possibility of silently dropped packets or other intermittent connection issues.
Try substituting the 'pathping' command for the 'tracert' command, as this will show if you have a packet drop problem. And like I said, do this when you actually are suffering from connection issues...

The Trace results on the London Level 3 hub looks suspicious, but its not enough to prove that its a problem...
Try using the command...
pathping patchserver.crypticstudios.com
... and post those results, as 'Path Ping' will provide better information on the quality of your Internet connection to the STO Servers...

Your 'Net Test' results show that you or your ISP cannot maintain a reliable quality connection to the STO servers... Ping should be less then 180ms, and throughput should be in the 300 - 500 range...
These are all the suspicious looking 'trace route' readings...
If you're using a Satellite provider, that might explain hop #2...
Now for the rest, it could be your ISP, Cogent Communications, or both that are causing the problems...
Try substituting the Windows 'pathping' for the 'tracert' command, and post the results, as that will provide further clues on who's at fault here...

Its unexpected that that the pathping is not seeing any lost packets, so the issues is just excessive latency on the connection...
The issue appears to start with the pccwglobal gateway to the Cogent backbone, with a delay so bad as to make all further statistics down the line unreliable...
This is strictly a ISP issue, and only the ISPs involved can correct the problem. The only thing you can really do is to complain to your ISP, to see if they can do something with the Internet backbone providers and Trans-Pacific carriers that they've contracted with...
Also the Perfectworldborder server seems to be packet loss machine today.
I tested it today after suffering from rubberbanding and other issues.
uotrace is a good tool to test the trace, ping and packet loss when you cant get your hands on better software.

I tested them all and for it was first cogneto, after changing my traceroute via a dns, i landed on above.net :P so bad luck for me today. its up to those 2 companys to solve it OR to perfectworld/Cryptic to change traffic routing over them. Hmmm, 'Net Test' shows you can't maintain a reliable connection to the network where the STO Servers are located...
Hop #2 Your ISP Gateway shouldn't be timing out. See if a reboot/power cycle might help your issue...

If you can't connect to the 'Net Test' diagnostic server, then that means you do have a quality connection issue... try using the command...

'Path Ping' is showing dropped packets in the alter.net backbone, as well as the Perfect World gateway....
You should post these results in the Network section of the PWE Tech Support site, so they can take a look at the gateway issue they have... (And this is a IT problem of Perfect World, not a Dev issue...)

My IP provider is BT.
Did you do these test while you were having connection issues? As both 'Net Test' and 'Trace Route' are showing results within expected parameters, though this doesn't rule out the possibility of silently dropped packets or other intermittent connection issues.
Try substituting the 'pathping' command for the 'tracert' command, as this will show if you have a packet drop problem. And like I said, do this when you actually are suffering from connection issues...

Try using the command...
