nope, it's free - you can pay for new episodes, if you want, but so far that's just been a few new repeatable missions with a good reward (fun missions, though) - the bulk of each expansion is free.
also if you subscribe you get ~$10 worth of points per month, which is enough to buy the expansion anyway.

There's an idea! Instead of the Legacy Pack pre-orders maybe Cryptic and PWE should create a "Buy Us New Servers" (BUNS) Token for STO. Any revenue that is generated by these special tokens can only be applied to server hardware/infrastructure support to keep STO running.
Every player who purchases $50 in BUNS tokens gets some special in-game reward ... and if you purchase $1000 worth of BUNS tokens you get access to all of the special ships for all factions from the lock boxes.
Now that I've reached my quota for crazy ideas for the day I think this means I need to go to sleep and rest what little is left of my brain.
