It's not the tutorial TRIBBLE of which you speak, it is and has always been a lack of official (dev made, tested and rewarded) content. The Borg/Undine wars have been a lot more interesting to me than the KDF. I have 6 chars. 3 are lvl 50, two of them (soon to be 3) are KDF.
The better way to get new kdf players is to invest in a different set of features to this faction...
1 - Special melee arenas, PvE and PvP type, to duel one vs one or team vs team in a restricted area. Modes: Tournament, Survival, Exibition (only 3 matchs) and any other kind of fun melee fighter.
2 - Invest in new invasion/raid missions, like invading a enemy ship and take over, to take prisioners and technology and sell to orion syndicate and get a fat loot.
3 - A whole new set of uniforms, to have more identify with your race and faction.
4 - Shuttle missions. YEAH, *** shuttle missions ***. Invade a base, fly and destroy. Make a lot of acrobatic moves and fly around madly, shooting anything and try to dodge anything like a hell. Make your better and loud war cry while you shoot everything in the battlecamp.
5 - Improve and develop racial KDF episodes and missions. A lot of things can be make with the Orion Syndicate, Klingons, Gorns and Nausicaans.
6 - Everyone know this better: Invest in the Space Pirate theme! Make missions, PvP and PvE with this theme. Is fun to invade a enemy ship (again) and battle in the space. To be a pirate or hunt him is a two cool choices.
7 - Make a really good and worth to visit racial planets. I really want to explore the Gorn homeworld, take a look in the Orion Syndicate mothership or take a good loot in the Nausicaan hunting ground.
8 - Aside the borg plague to keep the Federation busy, KDF can have a lot of fun having problems with true way, Dominions, Romulans and others races and groups.
In some of the previous MMO's I've played, the faction with a lower population usually had incentives for joining. My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.

Better to start at 30 than to grind your way up from 1 before you get to any mission content.

Anyway, Im hoping on finding a fleet before I make my character, I need something to motivate me to really level a Klingon
I have played since the Beta phase, and I always pretty much played Federation (Mostly cause of the iconic ships, uniforms). I have played the klingons on off during that time but never really leveled one.
With my recent return to the game, looking through the last patch updates, Klingon ships and all that, I see much more "freedom" of customize your gameplay, and you don't need to sigh your way through the same old missions you did on the Federation (Briar Patch, BRIAR PATCH!!).
So if I find a nice, mature and relaxed Klingon fleet outthere, then I am willing to put myself as a gold member and start a SCI guy, we will just have to see
And none of this is ever going to happen. They've already said so.
People saw what they said about return on investment and took that to mean no, which is far from conclusive (and I wouldn't take anything from PWE/Cryptic as conclusive until you see screenshots or things on tribble...) and nothing as striking as what Gozer said about PVP.

by tutorial do you mean your first 25 levels as a fed? or the running around getting to know the first city?

But in either case, there should be an option to disable the tutorial, even if you get free levels, its still something that I want to complain about for perfection.

One of my KDF toons got to level 50 and the only mission he did was the first one where you get the thing to call the Trade Freighter. Another one of my toons got to level 50 without even doing that one. They just did the walking around tutorial and when they had enough XP the get Duty Officers they leveled up entirely with Duty Officer assignments and lore missions.

I figured I wanted my mission rewards to all be Mark XI items so I wouldn't have to go back and get anything again.
Just make so it's possible to change the horrible interface colour to Fed blue.. That wil get 10000 more, well maybe not but at least me.
It's the only reason I don't play KDF.
Check out uMod (Universal Modding Engine) does NOT mod the game it mods your Direct X graphics which the game uses. You run your substitute graphics to overlay the ones in any game that operates in the Direct X environment (which is just about everything).
So in short STO tells Direct X to display a certain red texture that you don't like and Direct X is told by uMod to display your custom texture instead. This keeps you safe and not in the doghouse with the EULA.
BTW I don't use uMod for this game, I happen to like Klingon textures. I do use it on Guild Wars and a few other online games. Most game companies don't have any issues because it never touches their software just Direct X. uMod is free and open source.

They really do need some ways to incentivize the KDF... since Fed is obviously the most popular, the best way to do this, IMO, is to tie the two together more closely:
-Offer KDF/Fed bundles from the C-Store at a reduced price. For example, the Koro't'inga and Excelsior are both Commander-level cruisers for 800 CP each. I'd like to have both, but I have more Fed characters than KDF, so I bought the excelsior... but if they sold an Excelsior/Koro't'inga bundle for 1000 or 1200 CP... I probably would've bought that instead.
-Make "Single Character" C-Store items into "Single Character per Faction" items. e.g. when you buy a rename token, or +100 DOff slots, you pick a Fed AND a KDF character, instead of only one.
-Unique VA-level captain skills for each faction that can only be trained to officers of other factions. For exapmle, give Fed Tac VA's a special attack pattern that buffs defense, but can't be trained to Fed BOffs, only to Klingons (and of course, you'd have to allow cross-faction BOff training)
-Tie character's alts together with special DOff Exchange missions. Put a contact on DS9 outside the MACO/Honor Guard room that gives you a mission (similar to the new starbase missions) where your Fed puts in a DOff or BOff, and you then access again with your KDF toon, who puts in his DOff or BOff, and the mission countdown begins... at the end you get some diplomacy & development CP, and the officers swap sides. This mechanic could also be used for "joint" operations with special rewards for both characters.
-Account wide, cross-faction bonuses for accolades. Costume unlocks are a perfect option for this... a Fed Tac with the Worf-style sash would be sweet, and would be unlocked for Fed characters once a KDF on that account reached lvl 50. Ship materials would be a nice touch too... for example a Defiant in the Klingon skin.

I like alot of your points, however, as the Federation and Klingons are at a state of war, any Klingons fighting against "Countrymen" would most likely have their houses stripped of honor. Anything Klingon, especially a sash which represents an honorable house, would be null and void.
I have three character slots, two level 50 Federations and a level ~20 Federation. Previously it was three level 50 Federations, deleted one to try the half-starved Klingon content, I was doing an extremly BORING walk around town tutorial for three hours. Given its nice to know all that if you are new, but playing a Klingon character, you are NOT new, therefore you don't need those tutorials you can find everything on your own time when you need it.
I plan on coming back to KDF, my next purchase will be Four Character Slots, three of which will be KDF. I am really not looking for that long tutorial on each character. I know you can skip it, but i'd rather have my "Avaliable" section as clean as possible.

This is a GREAT idea. Especially now that leveling is so fast, its a VERY stupid idea to buy a ship that is not end-game. I love the designs of the Zen Store Klingon ships for all levels, but i'm not going to pay money for something I will use for two or three days. If I could use it for two or three days on several characters, it would make more sense.

Instead put a really grumpy Klingon around the beam down/starting point who can give directions, think of all the cool quotes he could say: "Go that way maggot" and "What kind of warrior doesn't know which way to go, you are a disgrace" and "Federation dogs know their way around here better than you"

However if Cryptic ever gets of it's butt and stops just taking our money and invents in a KDF campaign a tutorial will be needed, just not the one that currently exists. Rather than trying to change marketing policy why not focus on changing the demographic?
Presently I'm at part 2 of my little plan. The fleet composition is weighted heavily to the Fed side but we got our window and the first three projects are on countdown. Obviously the resource requirements are going to make it slow burn with a relatively small group of "builders" but I think it's worth trying. It's funny the thought of the day fed side was, "If you build it they will come". I don't know how to translate that into Klingon yet but hopefully actions will speak louder than words.
1 - For a event, leave a new and extra free KDF toon slot. If you have another free slot to play as KDF, this can atract more players to play as KDF.
2 - A C-store item toon related item: "Traitor!" A player can "transfer" your toon to other faction, but can't take any item with him. Ships, players devicers, consoles and other stuff can't be transfered, aside any C-store ship and keep the fleet credits and dilhitium.
As exemple: Can receive a vulcan without any item, duty, Ship or uniform to KDF or have a Orion to FED. You can't buy any Uniform to your traitor in the other faction, but can buy ships, off-duty clothes and other items to your faction-transfered toon in the normal way. To incentive the people to play in another faction, can use only special clothes.
3 - More KDF events, to get a special duty or Bridge office, items or any other stuff for KDF only, with an unique twist or flavor.
4 - Crypt/PW, I ask this only one time. Read well, because all universe will ask this now! Make a fleet special project to place orion dancers in your Starbase Bar!
5 - Crypt/PW, please, make the Brig of each KDF ship and starbase a special and nice place to ban any stupid fleet member or visitor in your ship! We want the power to send someone, for RP or for internal politics to the brig.
IF the player want to log out, ok, but if he enter in the same ship or Starbase, he is teleported again to inside of the brig! This work for at least 30 minutes ingame. Is a good punishiment and works well better instead the expel option for ships.
And any Fleet Admin want to jail someone for 30 minutes at least one time per day (for each target :P ). This can be a great special project to the Starbase, but a default feature for any KDF ship!
6 - Special Starbase Project: Forced Labor! Take any of your old bridge officers or unused bridge officers in your ship roster and send to some mine to break some stones and the backs. Reward: See any old and former Bridge Officer working in your starbase mines
7 - A special KDF Starbase Project: A PvP Starbase arena! If someone dies, respawn in the sick bay!
8 - A special KDF Starbase Project: A slave auction. You can send any duty or bridge officer of your ship roster to earn fleet credits. And the other fleet members can buy your duty and Bridge Officers with fleet credits!
9 - For the heavens... leave at least some starbase space to place a nice, all and well wanted dabo table, from any special ultra-limited space, paying lots of GLP and making any fleet happy to have your own personal Leeta.
10 - Have at least a special space to place any Fleet Trophies! If any player can place anything in your on ship (minus D'kora, Tuffli and other Lockbox ship, because the devs don't want to correct this =/ ), the Fleet have the right to place your Fleet Trophies in the starbase.
11 - Fleet Event Prisioners: You can place any npc FED member in the Brig, any Romular, Reman, Bajorian or other race to your brig after finishing any special Fleet events, "buying" this prisioner from the Special Projects.
12 - The right to go at least one time per week in my Starbase Arena and challenge any Bridge officer from any member of my fleet, win and earn any fleet credits OR lose and make my friend from my fleet earn some good fleet credits (and my toon live with the shame...)
13 - Have the right to receive any random friend from others factions to my starbase, by my invite, to kick him to the brig or to the PvP arena for RP and lol reasons. And watch him go out from the brig and fight for your life trying to steal a shuttle and escape with many epic tales from the great dangers of my starbase.
14 - I want the right to receive any invite of any of my friends from others factions to visit any FED starbase of my friends for diplomatic, lol or RP reasons, go to a jail, escape, kill some stupid FEDs and steal a FED shuttle if necessary, to later tell epic tales how the FED is weak and unskilled and too easy to kill.
15 - Wish the option: "No win GROUND scenario", to kill a great amount of npcs and take all glory, money, fleet marks, accloads for survive enough fighting in honor of my starbase

Presently I'm at part 2 of my little plan. The fleet composition is weighted heavily to the Fed side but we got our window and the first three projects are on countdown. Obviously the resource requirements are going to make it slow burn with a relatively small group of "builders" but I think it's worth trying. It's funny the thought of the day fed side was, "If you build it they will come". I don't know how to translate that into Klingon yet but hopefully actions will speak louder than words.
2 - A C-store item toon related item: "Traitor!" A player can "transfer" your toon to other faction, but can't take any item with him. Ships, players devicers, consoles and other stuff can't be transfered, aside any C-store ship and keep the fleet credits and dilhitium.
As exemple: Can receive a vulcan without any item, duty, Ship or uniform to KDF or have a Orion to FED. You can't buy any Uniform to your traitor in the other faction, but can buy ships, off-duty clothes and other items to your faction-transfered toon in the normal way. To incentive the people to play in another faction, can use only special clothes.
3 - More KDF events, to get a special duty or Bridge office, items or any other stuff for KDF only, with an unique twist or flavor.
4 - Crypt/PW, I ask this only one time. Read well, because all universe will ask this now! Make a fleet special project to place orion dancers in your Starbase Bar!
5 - Crypt/PW, please, make the Brig of each KDF ship and starbase a special and nice place to ban any stupid fleet member or visitor in your ship! We want the power to send someone, for RP or for internal politics to the brig.
IF the player want to log out, ok, but if he enter in the same ship or Starbase, he is teleported again to inside of the brig! This work for at least 30 minutes ingame. Is a good punishiment and works well better instead the expel option for ships.
And any Fleet Admin want to jail someone for 30 minutes at least one time per day (for each target :P ). This can be a great special project to the Starbase, but a default feature for any KDF ship!
6 - Special Starbase Project: Forced Labor! Take any of your old bridge officers or unused bridge officers in your ship roster and send to some mine to break some stones and the backs. Reward: See any old and former Bridge Officer working in your starbase mines
7 - A special KDF Starbase Project: A PvP Starbase arena! If someone dies, respawn in the sick bay!
8 - A special KDF Starbase Project: A slave auction. You can send any duty or bridge officer of your ship roster to earn fleet credits. And the other fleet members can buy your duty and Bridge Officers with fleet credits!
9 - For the heavens... leave at least some starbase space to place a nice, all and well wanted dabo table, from any special ultra-limited space, paying lots of GLP and making any fleet happy to have your own personal Leeta.
10 - Have at least a special space to place any Fleet Trophies! If any player can place anything in your on ship (minus D'kora, Tuffli and other Lockbox ship, because the devs don't want to correct this =/ ), the Fleet have the right to place your Fleet Trophies in the starbase.
11 - Fleet Event Prisioners: You can place any npc FED member in the Brig, any Romular, Reman, Bajorian or other race to your brig after finishing any special Fleet events, "buying" this prisioner from the Special Projects.
12 - The right to go at least one time per week in my Starbase Arena and challenge any Bridge officer from any member of my fleet, win and earn any fleet credits OR lose and make my friend from my fleet earn some good fleet credits (and my toon live with the shame...)
13 - Have the right to receive any random friend from others factions to my starbase, by my invite, to kick him to the brig or to the PvP arena for RP and lol reasons. And watch him go out from the brig and fight for your life trying to steal a shuttle and escape with many epic tales from the great dangers of my starbase.
14 - I want the right to receive any invite of any of my friends from others factions to visit any FED starbase of my friends for diplomatic, lol or RP reasons, go to a jail, escape, kill some stupid FEDs and steal a FED shuttle if necessary, to later tell epic tales how the FED is weak and unskilled and too easy to kill.
15 - Wish the option: "No win GROUND scenario", to kill a great amount of npcs and take all glory, money, fleet marks, accloads for survive enough fighting in honor of my starbase
