Historically speaking in World War 2, Navy got ice cream whenever they wanted. At least on the larger ships.
Probably went through a lot of ice cream in the Pacific Theater (not that you could blame them). Heck, outside of the Hunt for the Bismark and the infamous Wolf Pack, I don't recall much in the way of naval operations in the Atlantic (and no, Operation Overlord does not count).

Unfortunately when I was active duty, I was a submariner so we either had plastic soft serve or maybe a weeks worth of hard pack. Le sigh
