Doesn't sound like a scam. Sounds like he really doesn't understand what "Going rate" means. Again, throw him back into Econ....
This really isn't any different than the scale used for buying a car. Maybe that comparison will sink in with him. Just because he says it's worth 1 billion, doesn't mean anything. Only means he's got one more piece of useless junk in his inventory if he can't use it and can't sell it.
That is "their" offer, mine is 1 billion EC. As a seller I set the price to what I want it to.
Sellers set the price, but buyers determine value. This is the part you seem to not get - a "thing" is worth what people are willing to pay for it. Other people are willing and able to pay the going market price for these ships. You are not. That doesn't obligate people to reset the price to something you are more comfortable with, nor does it make sellers "greedy" in the pejorative sense of the word if they sell for the price that the market sets. At every turn you are simply being outbid - other people value the ship more than you do either in terms of time/effort spent in game to earn the EC to get one, or in terms of the cost in real dollars it takes to get one. As long as someone else is willing and able to pay more than you, you will lose, 100% of the time. If you feel like this is unfair, you need to go after the BUYERS who have priced you out of the market.
By the way, I value my time at $125,000 (that's US dollars) per hour. Since this took me about 5 minutes to type up, you now owe me $10,496.67, but since I'm a nice guy we'll call it just $10,000 even (a savings of almost $500!). Please PM me so we can arrange payment, since I'm morally certain that my valuation of my thoughts matches yours, thus it must be a fair market price, right?
Then he is scamming the others for his price range. Cause they get to set their prices as well. There is no guide on the price range giving to anyone.
I just used this for an example. As he is setting prices of his own. Where he can set it way under for a deal. A seller can do what they want with the prices. He can give it away for free to anyone. Then how is that fair for the others who bought it from him.
Perhaps now he will understand now. With the example I just gave. Was I scamming? no I wasn't. Just a lesson.

Logic time again!
If your ship really does sell for 1 billion in the trade channels:
- Sell your ship
- Buy a Connie
Problem solved!
Why, Its a fair trade 1 billion ship for another. Going by the size of the ship. Its well worth more, as it a really big ship. Over the Connie.

My ship is worth 1 billion, I earned it and that's the price for it.

I can claim a Mark XII white phaser beam array is "worth" 1 billion, but if no one is buying at that price then reality does not agree.
It sounds like that is your problem. Perhaps the Kelvin universe version of STO will work better for you.
I'm getting a pretty good idea why your offer was refused...
Just like his ship, only good on what the buyer and seller agrees to.

Welp I know what I need to do if a similar item shows up so piece of mind at least.
You save it and store it in my account? heh

right. that would be a scam. I'm too lenient.
