So um, what's the problem here? Disco balls are easily dealt with by way of the subspace nullifier. The balloon guns were a problem at one time when you had enough people spamming them that it turned the game into a slide show, but I don't think you see that anymore. I don't know what abilities and traits are causing people problems?
Personally, I haven't been that bothered by people who spam abilities in social zones. Like has been said, just ignore them since all they're looking for is attention.
Same on the Vlugta mine when three or four miners pile in on just one crystal pile, like there aren't four to six others in the same area that could be mined as well. Although that's another thing entirely. It used to annoy the sh...stew out of me until I decided to just ignore it.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything.
It's always interesting seeing certain people defend/condone/make excuse for the actions of those that like to disrupt the games enjoyment for others. Says a lot about them.

I know, more than one person has responded to the OP's dog whistle and come in swinging, its an ugly sight.
Now you are just getting to the point of harassment here. So no surprise you defend it elsewhere.

Do you work as a used car salesman, in PR, or as some sort of politician or spin doctor? Cause you're quite good at that. It makes me laugh, especially when some people take what you say at face value.
Really so someone got thier panties all twisted with this stupid thing? Seriously there were worse things then the disco balls and sh@t that are just an annoying thing. I guess you missed Risa last year (?) where people were exploiting a glitch with personal shields that blocked other racers in the surfboard race. Seriously if you are running into that just change instences.
If people are actually lagging out of the game because of these "abilities", then the problem lies solely with them and their conscious choice to run STO on a machine that, most likely, does not meet the system requirements to run the game. I travel frequently, and I often log onto the game with a three-year-old laptop when away from home, and, while it's not the ideal STO experience, I do not face any - zero- lag from others' abilities, social items, visual effects, and so on.
At best, it's a poor excuse for one's personal failings to secure an appropriate machine to run the game; at worse, a malicious lie to make one's personal whims seem more widespread and important than they are.
The only malicious intent here is the manner in which these abilities are used. Which is to disrupt the enjoyment of how others play the game, justifiable by whatever petty excuse they can think of. So it's done with the malicious intent of ruining their game play. That is harassment.
Harass: to annoy or bother (someone) in a constant or repeated way
This is what they do. They can argue that they aren't and make excuses. But the truth will always out weigh the excuse.
As far as the lag. Well that's between the player and their machine. That point I cannot argue.
Most annoying to me? The hopping goofballs who run around in circles like they are training for the first leg of a triathalon, and "skipping" all over the place. There's always some bouncing moron wherever you go. Can't get away from 'em.
I only posted it because I had thought of a solution that was fair and equal to every one. Had I thought of it yesterday or Monday I would have posted it then.

If you honestly believe you are being harassed, all you should be doing is putting the appropriate people on ignore, and then reporting them with a detailed description of the harassing behavior.
Whether or not that actually does anything is another matter entirely, and similarly should be kept in private correspondance.
If you complain about them in public, you are only making things worse, as they will not only use the opportunity to report you in return (if for no other reason but to nullify any report made against them), but they will understand that they are getting to you, and will only keep it up, knowing they are getting under your skin.
If you complain about them on the forums, on the weekends, then you are only making things worse, as virtually nobody from Cryptic (let alone anyone who could actually do anything) is going to read it on the weekend, and again, you're only going to draw more heat onto yourself, and (again) you are only encouraging the people you believe are harassing you into doing it some more, and will continue to nip at your heels because they know they are getting to you.
In short, you aren't doing anybody any favors by pursuing this course of action. Least of all yourself. Whatever sympathy you may gain is going to be overshadowed by professionals who have likely done this for years without getting permabanned, and who feed off of reactions such as yours for "teh lulz".
Nothing good is going to come from this. If you want to feel victimized, there are plenty of people in this thread and on the forums who will indulge your fantasies. You aren't the first one to do this. However, if you actually want to be a proponent of anti-harassment, then you have to play by Cryptic's rules. Those rules are fairly clear. Ignore, report, and don't feed the trolls.
You aren't ignoring them. You aren't reporting them. You are feeding the trolls. You're doing the exact opposite of what will get you results.
Harass: to annoy or bother (someone) in a constant or repeated way
I'm constantly harassed and bothered by the sheer number of "k1rk" and "p1c4rd" (and all the variants) characters which assail me with an overwhelming flurry of unimaginative thought.
They should all face, at the very least, a one week ban from the game, and be forced to rename their characters, and ships (any "enterprize" variant), or face a permanent ban.
OP I think you are harassing me. Every time I come to these forums, either you or someone else just like you has one of these threads about some minor, inconsequential B.S. I have to wade through these trivial beyond belief threads to find the ones I came here to read. This game is a magnet for people whose opinion of themselves is much higher than it ought to be. These forums give them access to a platform they do not deserve. They take advantage of this by spewing the same mindless self centered drivel over and over ad nauseum. Which always comes down to the same thing. Namely, 'The other kids are being mean to me and I want the grownups to stop them from doing so. And I want it RIGHT NOW!'
These boring, tiresome, endlessly repetitive threads piling one on top of the other have to stop!
waitaminnit! I know! I'll just do what I am supposed to do. Grownups have this magical ability called "ignoring others". It is one hundred percent effective. As long as I do not pay attention to the silly trivial people posting threads just like this one. I'll just bet it could work inside the game as well! Wowzers! What an epiphany this is!
A six year old boy and his starship. Living the dream.

This is what I don't get. It's not that difficult of a concept to grasp. It's one of the oldest rules of the internet, and it's something everybody's parents or education system should have taught them.
So, what is it? What's the big secret? What is it the 'harassers' know that their 'victims' don't that let them 'get away with it' over and over?
Is it that Cryptic really doesn't care or do anything? I find that hard to believe since these forums are proof enough people do get banned. That they don't get disciplined in game? I find that hard to believe, as I've seen people get dinged with "BadName" variants of the name, and have seen conversations where individual players have gotten suspended or known others who have gotten suspended.
So, what could it be?
The only thing I can think of is that this really is a persecution complex some people have and that they can't get any fulfillment out of STO unless they feel helpless and bullied, and there are far too many people willing to give that to them.
If that's the case, to each his/her own, but at least be honest about it. If you're going to sabotage your own efforts to "do something" about problem players, don't drag other players down with you -- whether they're on the forums or in game with you. Maybe they don't want to be victims, and maybe they just want to be left alone, and you just make the problem worse by calling attention to it.
Like I said, "Don't feed the trolls" is not hard to do. Just don't give them ammunition by creating threads like this -- as any number of other players have done in the past. It hasn't worked for the past 6 years, so what makes anybody think it's going to work now?
Here are my thoughts, as a roleplayer. Some characters/players utilize module abilities and/or kits(such as the fluidic psionic howl kits, stealth module/ambush/motion accelerator/rally cry) to project certain abilities the character has during a roleplay session, to fit out a character concept. I would rather appreciate it if kit/module abilities weren't disabled. Don't punish a whole group of players who interact in a non-malicious way, for the actions of a few.

I was going to say. What about the RPers who want to beam in a security escort as part of their story, OP? What of the people who are RPing having a party in a bar or the dozens of in-game DJs who want to throw out a bunch of smoke effects as part of the party atmosphere? If you want to be completely isolated from everyone but your little clique you can go to a bridge of fleet starbase and be completely free of social interactions with anyone else. Your way of RPing isn't the only one, OP.
You are assuming that Cryptic want's to put a stop to it... They don't, because said players are being brown-nosed by... Certain people in a certain company.
Don't look silly... Don't call it the "Z-Store/Zen Store"...
Better idea, Enable ALL Captain powers, Suck it up, Add a "duel" feature like other games... Tera, SWTOR...
...i mean seriously. Other games let you use powers around people, some even treat them like emotes, but in STO it's "wahhh wahhh wahhh someone made me dance... wahhhhh im thenthitive!!! ='O"
....what are you guys, Deferi!? c'mon. Dance. have fun. play the game. If you didn't flail every time someone healed themselves in your presence, they'd probably just.... .. .... . . well. Get to full health and quit!
I mean.. Seriously. I'm sick of seeing the Odyssey uniform! I'm sick of seeing outfits based on the color black, simply because STO's engine handles it terribly, the lighting is usually quote bad - especially on Earth Spacedock, AAAAAAAND Because you look like every generic NPC in the place (and Enterprise-F crew, which you probly thought were also generic npcs)
but do I post threads like these? No! I go to twitter and gripe at @borticuscryptic like a man! .... ..er.... like a.. uh... Fangirl? hum... Like a Redditor! YES! I gripe at him like a Redditor! And yaknow what he does?
...actually he usually gives me a response. Really. He probly shouldn't. Patience of Job, That dude. Yaknow.. the bible quote? Regardless.. It doesn't matter. Switch instances. Walk to a different place. Or by god.. Dance back! Smile, have a little fun! You know you can make a foundry mission and make yourself a private instance of Earth Spacedock, right!? One with just you? you can even populate it with randomized Odyssey uniform people! And while it's just a foundry testing thing you can even randomly use /kill commands on friendlies so you can watch that nightclub klingon die for messing with ya boy desperate trill. . .. .. .. . . ..wait, nightclub klingon dude isn't targetable. SON OF A .. .. .

A Purge event once a year would be entertaining - a free for all in all socials zones for a couple of hours.
Heck, its even canonical. Lets bring the Red Time to STO
