Well, dogs shouldn't be ERPing on the internet anyway, whether literally or figuratively. That's just gross. Unless they're ERPing with other dogs. That's just nature.
Frankly the game needs MORE devices that cause disruption in social zones. Would liven things up in this game. I say turn the party ball effects on all players back on. Also include devices to make players breakdance add them to the dilithium store for a large cost.

I've read the Opie several times and I don't see anywhere that indicates they're talking about disco balls. In fact in describing the map restrictions it sounds like disco balls would be specifically allowed.
Anyone who wants to make it about disco balls needs to work on at least one of the following: 1. Getting rid of the Tinfoil Hat, 2. Reading Comprehension Skills, or 3. Resisting the Urge to Troll

*shakes head* My experience is Cryptic may do something about player harassment on the forums.. But they do little or nothing about in game. I no longer allow myself to care about why they have chosen not to. I will state its been a long time since they got to make any money off me. I cannot help but consider this a very bad idea especially when as a company and studio they have chosen to stand up behind Chase Masterson's cause of getting internet harassment and bullying reduced. A very Trek thing about becoming better then we are. Has the bonus of being quite acheivable.

The people that do this.. and it's been the same people for the last several years, in spite of an uncounted number of player complaint's in the form of tickets submitted. In any but the most special of situations the players that do this habitually get right away with it, and that's the way it is in Star Trek Online. Very sad. And yes, very disappointing.
As for the mechanics art and science of Bullying other players in STO.. go check youtube. I do believe at least one of the cheeky creeps of STO have posted a vid up of how to mess with other players.

Keep in mind one very important difference between people who like to wear blue shirts and people who like to use smokescreen and other abilities to annoy other players: the former simply like to wear blue shirts, while the latter are specifically trying to annoy people. And you're not even just doing the equivalent of walking around and swinging your arms for the mere pleasure of swinging your arms; you're deliberately punching someone in the face. Some people do this in groups, which takes it from random rudeness to coordinated assault. I'm surprised they don't ask their potential victims for "protection money."
This malicious and intentionally disruptive behavior has no place in STO. Either the methods of doing so - which have little other purpose in social zones - should be disabled in such zones, or the players who are deliberately annoying others should be banned. I'd prefer the latter.
Which, frankly, sucks. It takes what should be a useful tool for communicating with the community, helping newer players, and learning from folks better than the game than me and cuts me off from it because I have, far too many times, arrived at ESD or DS9 or wherever and found a group of people in the middle of a homophobic or transphobic rant, and it's become clear that Cryptic and the mods will do little to nothing about it.
All kinds of fun are not created equal. When you get your fun by running around deliberately spoiling the experiences of others, be it by setting off disco balls while people are in mid-RP or opening up conversations in zone chat that openly question the humanity and identities of others (note: I am not equating these two things either; the homophobia thing is orders of magnitude worse than the disco balls), you are doing something wrong, and that should be discouraged.
/ignore removes the chat of others, but not the behavior. Further, it puts the onus for dealing with harassment on the victim, when it should be on the company that's making money providing the venue.
And, by the way, if I and five other people with a budget of zero dollars and zero pennies can keep chatroom free of the really bad stuff, Cryptic with its actual money and actual budgets shouldn't need people to report blatent discriminatory behavior.
Now obviously it's something they should not dedicate specific time to... It has to be a part of a larger visual upgrade (and let's be honest... STO is due for another upgrade in that area), but it dosen't necessarily mean that it will take significant time away from other things, especially considering that they aren't actually releasing THAT much new content... Most of the time is dedicated to lock-boxes after all.
Apart from the fact that I do not agree with your assessment of the dev time ratio content-lockbox, all of these would be done by different devs. You can't just push content creating devs to the next desk and let them do a visual upgrade, nor vice versa.

Was just on drozana a few minutes ago. Somebody activated...something...that sounded like an explosion, knocked me back and closed my bank window. I'll ignore lights and sounds, but actually interfering with my ability to function is UNACCEPTABLE. This is a problem that needs to be "fixed" with extreme prejudice.

Flashing lights and such aren't a bother in the long run. That said, I've been at the banker/mailbox/exchange NPCs at Starfleet Academy and experienced people tossing out a bomb or something that has closed my windows *and* made the NPCs you interact with to access those things "poof". That to me is not good - I know have to hope there is another instance open to change to (there isn't always another up/open), to beam up to ESD when I'm doing other stuff on Academy grounds (which is why I am there)and then run off to do whatever and beam back down, wait for a stupid amount of time for said NPCs to reappear. Now, I know it may not seem like much to some people - but it IS rude and shouldn't be happening (my humble opinion). There have even been occasions when/where multiple instances of The Academy have been done in such a way by the same person or them and some friends "timing" it so that you have no choice but to wait or to go elsewhere. This makes it seem more deliberate than an "oops, didn't mean to hit that button" - and it shouldn't be something players should have to encounter.
