As you wish @markhawkman. I'd like a revamp to PvP.
Both space and ground.
To start with, gear and boff powers will have to be balanced.
Ship speed has to be reduced and torpedo speed increased.
A flat restriction on PvE sets. They will not provide any stats in PvP and will be the equivalent of having no gear equipped, they are not allowed in PvP nor is any universal console that doesn't come or is specifically allowed on the ship (such as the cloak console). Create focused sets dedicated to PvP with exploitable flaws built into them so that combat returns to a more balanced form that we saw before DR. You can have a build with massive attack power if you want but you have to be skilful at weilding it because if your prey defends him/herself in time or counters, you'll struggle to surviv because it's focused on 1 thing. This way every build has a hard counter with player skill and his/her ability to adapt being the deciding factor in the match.
Any ability, item, etc that provides any "immunity" will be disabled in PvP.
Teamwork will be OP.
There will be no "current meta" you create a build from scratch for your ship to operate the way you want it to knowing it has limits and so you can't simply sit in a pilot warbird, uncloaked, FAW-ing everything to death in 2 seconds with the spacebar.
To complete the rep you will have to PvP. Specifically in non rep gear until you progress far enough to buy the sets. It will help players understand how gear items interact and the effects they have on combat.
New maps and types of PvP will have to be introduced.
Klingon fleets and players will be allowed to raid and assault other players and fleets to receive rewards. It must be optional for a fed starbase and/or players to be attacked by other players. If attacking a fleet starbase the winners (wether Klingon or Fed) will receive an amount of provisions for fleet gear and ships. The loosing team will get a contribution to their fleet projects to speed up the fleet's ability to defend from attacks The rewards will depend heavily on the risk, teamwork, skill and strategy of the attacking and defending players.
Territory control would be a great addition to the game.
PvP fleets should be able to choose the map (asteroid field, near a nebula, etc) their starbase. This would provide strategic advantages for the starbase and home team and a challenge for the Klingon players as they would have to navigate the obstacles (e.g. big cruisers may struggle to get through and provide support effectively if they're being kept or pushed back in the field by defending Feds) to reach the base and fight in them.
There can only be a set number of players allowed to attack a starbase with only an equal number being allowed to defend both space and followed by ground invasion of the starbase when the attacking team lowers its defences completely. The objective is to board, capture rewards and escape. If the starbase's health is too low it will result in failure for the attacking team (it's difficult to board a base if its falling apart and most of its resources have been destroyed).

Just some ideas. Sorry for the long read.
