I have the same issue. got the chel from previous event and it ask me still 1000 on my newest toon.
and same issue for the plesh.
It show how cryptic takes in consideration the community. The event is started for more than 20 days now and they say nothing, they don't actually cares.
Maybe if we flood fb or twitter pages they will read it.
In fact as lots of players have left the game, my fl is 2-5 pple max online, because cryptic always do what they wants without considering us, the rest of the players are not coming anymore to forum to take time to give infos, feedbacks.
I often post on sto twitter account when there is really something to change, and at least I often have an answer there ....
I just bought a Breen Chel Grett Warship on a KDF character for 1000 pics. The discount was not unlocked for any of my other characters. What do I need to do to trigger the 40 pic price? I had one of these ships on a Fed character from a few years ago. The price reduction was not triggered for having that ship in my account. I grind for the 1000 pics and again no discount. I have two of these ships on my account now from the full grind.
I'm grinding on two other characters for the 1000pics to get the other two Breen ships. Will they not be price reduced for my alts either?
I'm hoping this is a bug or a glitch.

I am having a very similar issue. I unlocked the Chell grett during the 2013 winter event. This year I was able to get the chell grett on my other toons, so the discount worked correctly. I had 2 toons run the races, and I have gotten both the sarr theln and the plesh brek. Now, the carrier properly shows the discounted price across all toons, BUT the plesh brek remains at 1000. That includes the captain that earned the pics and has one. I have already submitted tickets and haven't heard anything back. This is really aggravating cryptic, I know im not the first person to complain about this, and where is the "fix" that was supposed to be done already.
The fix on Tribble works and will come to Holodeck on the next patch.
I have my fingers crossed that this fix both works and will go live in time...

Ive been on since the second day of STO (forget the restart date on these inaccurate profiles) I did the winter event and got the chel grett on 2 chars.. one still has it in the original box... got the discount on the 2 later winter ships.. Cant get the Chel on any of my alts for the discount as has been an issue for this winter.. nothing in the last 2 patch notes.. so if the event closes on the 15th we will see a fix on the 16 of what 2017? gotta love the silence about "fixes" at least they repaired the new years crash in a reasonable time..
This year's Winter Wonderland was actually shaping up to be the best yet - more to do, a prize that was actually worth the grind (especially since it was the first T6 Carrier available)...
Expect now this bug has turned it sour. No... not just the bug, the length of time the bug has been a problem compared to the length of time of the Winter Event (the Event is six weeks long, the Bug has been known for two-thirds of that.) and the lack of communication regarding it being fixed are where the sourness truely lies. I know time and effort are needed to fix bugs, but is it really that hard for someone to take two minutes and post a simple message letting us know that they're working on it and we're not forgotten...

I've done all the ships on 2 accounts and only the new T6 carrier gets the discount.
If this will be fixed just one day before the event ends, it will be fine for me. But it might not be fine for anybody who is unable to attend to the game on that last day.

Nope - New Year's Outage got plenty of Dev reply; rumors of PWE being sold got Dev reply; the Foundry problem got Dev reply; Gear Upgrade and Intel-Specialist Ability problems got Dev reply...
As for a bug affecting rewards for pretty-much everyone, all across the Winter Event, keeping players from being able to claim rewards they've earned, a bug that's lasted for five weeks of a six week event...
We haven't heard anything for some-odd ten days - that's last year was the last time a Dev said anything about the problem of Winter ships not properly discounting across accounts.

So from what I can tell the bug is caused if you didn't get the previous ships from the last two events. What I mean is I never got the chel grett but I got the raider, raider and carrier got the discount just fine but my chel grett did not. Out of my friends everyone that didn't get the previous ships didn't get the discount but it mostly worked on the carrier. that's just my two cents on the bug but it doesn't matter on the whole because it's broken right? I think this is a terrible way to do business as a company and gives players a bad taste concerning F2P games, especially with PWE. If this bug doesn't get fixed or at least GETTING MY TICKETS SUBMITTED I'm done with this game. I'm a lifer, played since it went F2P and I'm here because of friends and memories both of which are losing validity. Most of my friends have moved to Warframe because they actually listen to their gamers and treat them differently than governments treat their citizens. But I digress and ya know, joining the rant wagon on this. Maybe Perfect World, you should fix some of the old bugs that's been there for years instead of laying a new coat of paint on a rotted building, ya? Or at least be adults about it and say "hey we don't know what's going on," or assure us we'll get our ships after it's fixed even if the event is over. I'd be fine with the wait if I know for sure I can have what I worked for.

Lol, they messed up the links for the patch notes giving that gave me reading of the tribble notes instead of the regular server notes.
The note of the 18 Dec in the known issue is written that the discount is broken.
Shame next time for the regular server put in the right link for the right notes.

Just chiming in that I'm a little annoyed with this issue. Hoping maybe one more comment might get Dev response? has anyone filed a ticket?
