I find it harder and harder to believe that it is a bug. How convenient that a bug that focuses solely on XP & specialization points suddenly appears, especially one that subtracts. I say it is more of a Dev action against the player base from actually leveling up. This did not happened on a patch day, which are usually Thursdays etc.. with maybe an announcement - This was deliberate, it was intended to halt players actions and penalized those who acquired specialization points, it was a sort of an emergency stealth update.
They are now going to sort things out in the upcoming week, but they needed something to halt player's progression, preventing players from grouping in those systems, and power leveling through the use of game mechanics and mob killings. In other words, Cryptic laid down the hammer with full force intentions.

Basically Bort is aware of it, but chooses to deny the Devs true intentions with this sudden and stealthy Nerf. If a Dev tells you they will look into it, don't expect immediate results, if any. They aren't even going to make a comment on the subject matter, or place themselves in any precarious position.
Let's not let this post be lost, someone should verify his calculations because at first sight they seem correct to me, which means perhaps it was simply an arithmetic hiccup:
If this is a bug, I'll guarantee there will be a Dev post of some sort to address the issue, be it patch notes or whatever.

XP is certainly lower, NOT higher. I don't have any hard numbers.
Don't expect any emergency maintainence unless Dil being given at too high of rates is involved. Expect them to wait until next weeks release, if at all. This "bug" is consistent with their "intended" leveling timetable.

And this is where I think this whole thing will bite them.
I think they saw a very small group of players doing something more severe than even the typical Tau Dewa grinder. They probably wanted to halt that. They probably also planned to do a partial rollback of specialization points earned through exploits, probably only the most extreme cases.
Somebody or several somebodies royally goofed up on every step of the execution and implementation of this.
1) Bad communication of what was going on and why Tau Dewa was down.
2) Broad language that targeted large segments of players.
3) A hastily rushed patch which had the opposite of the intended effects on skillpoints and which royally messed up a number of accounts with broad fixes that did not do what they were intended to do.
4) The difficulty nerfs were already planned to placate a tense playerbase. What has happened has been major ball dropping on the patch and the timing of the patch and communication. A 24-48 hour period where every attempt to correct things had the opposite of the desired or intended effect. Somebody said, "Don't worry guys, I can fix this." Then they jumped in and did the opposite of fixing it.
It's probably partly that these guys were overly rushed on the expansion launch. Days without sleep in some cases. I think it probably needed to be pushed back. But then they come into this round of fixing completely exhausted and making a lot of mistakes and every successive mistake contributes to players developing a worse and worse opinion. To some, it even looks intentional.

Judging by the state of the forums - IF this is unintentional, they really should get someone (even good ol Q) out here to calm things down. A "whoops, our bad, XP should not be nerfed, we're working on it".
Considering they got a fix "in" for TD within 48 hours, it proves they can try to move quickly when approriately motivated. If the XP reduction was not intended and a side effect of the quick fix, someone should be in here to put the fires out and assure us it was an error.
Even reddit is riled up about this, and they are usually far more tolerant than the forums.
If it WAS intentional, then the patch notes are possibly simply newspeak. Chocolate rations increasing and all.
Either way - we're looking at a fail.

Unintentional - make a mistake and not manage the community at all.
xp for advanced and elite is now in line with the correct vision of how exp should be and they are both more than the updated normal. to pw/cryptic the old xp for advance and elite was out side of the correct value and was from old code... now everything is peachy keen as far as they are concerned.
they had to adjust the xp for it to change... anyone who thinks this is a bug is daft. course if there are enough complaints, they could always roll it back and say "oops this was a bug and not intended"
frankly this game isnt fun anymore... dont think I even play more an hour on any toon if you call playiing, going from zone to zone doing doff missions for my 20 and parking by the console for the trivial question from alt to alt.

"Intentional," Their indifference in regards to fixing this suppose "OOPS" & the lack of explanation says it loud. Why would they admit that by plugging up players rapid leveling, that they would also roll back some at the same time? How can someone even possibly begin to explain why some players lost up to 6 points of specialization, reduction of xp, & finally their lack of motivation in regards to fixing the issue.
Many believe it is a BUG, I do not, for the simple fact how everything went down & its timing. This was indeed intentional, either that or they have incompetent, lazy programmers at that studio, or worst yet, programmers who can't do math. Regardless of the facts, this was clearly intentionally aimed at the player base.

The night before the patch I was getting about 800 SP a kill for high level and up to about 400 for mid/low level.
After the patch the same map was giving me 200-400 SP for the same high end kills.
