Possibly but apparantly the system can TRIBBLE up items on holodeck which is even worse. If the system is that bugged, they should have held off on putting it on holodeck in my opinion.
I've personally had no problems, upgraded a rare personal MKXI shield to a rare MKXII and a Very Rare XII Anti Borg gun to Ultra Rare XIII.

This was also my thought. I ran it on tribble before trying it on live and found out it uses a large amount of dilithium and doesn't do much. I'll hold onto it for a few months but probably end up dumping them, I can think of far better uses of dilithium.

Cryptic also has given away multiple Z-store items two summers in a row and for a fair amount of the events over the past few years have given away free starships (Amabassador R, Kamarang R, Dyson Science, base Odyssey and Bortas, Breen Cruiser and Raider). So saying they're incapable of being generous is also false.
One might think they're financially bipolar.
There is 'free' and there is 'free with strings attached'.....giving away C-store (not Z-store!) items at no cost is generous....being able to farm items you need to spend money/dilithium/zen/whatever on for you to be able to use them is NOT generous.

it breaks the items as soon as you put them into the upgrade box, before you even start anything. i think it replaces the old rep item with a new, upgradeable one which is missing some mods in kcb's case and has incorrectly set up stats like nukara particle converter or zero point module.

I was reporting on the tribble forums the borg proc on old ground/space weapons was being removed when you right click on the item to upgrade it but don't actually upgrade it.. The devs either know about and want it that way, or they havent gotten around to fixing it yet.
There is still a lot of stuff you can't upgrade and I really think they should have held off introducing this system until everything was taken care of.
Your right they should have waited. I did seem a lot of gear I have has the oo and no Mark ## on it. So I couldn't get to upgrade in my test. They need to move that Upgrade Button. So use to the Sort button being there.
One more thing the Bonus Kits Upgrade can that be able to go into R&D Inventory slot instead of being in the crowded Inventory. Thanks
All leveless Lobi Store Ground and Space Equipment will now stop scaling once the player reaches level 50.
All Lobi Store Space and Ground Equipment can now be converted into Mk XII for free, once the player is level 50.
This conversion will happen automatically by choosing to Upgrade the item.
Players do not need to use a Tech Upgrade or spend Dilithium, unless players want to attempt to Upgrade it higher than Mk XII.
This conversion process will make these items slightly better, but they will no longer automatically scale with your level as you progress.
Once an item is converted in this manner it cannot be used by characters below level 50.

You should speak with a special contact to acquire your reward. Starfleet officers speak with Lieutenant Shelby on Earth Spacedock, KDF officers speak with Commander Hugor on QonoS, and Romulan Republic officers speak with Lieutenant Tirar at New Romulus Command. In each case, youll find your contact at the appropriate ground equipment requisitions area.

When you go to buy another accelerator, out of the exchange, the price to purchase it sits around 1 million ec (uncommon) and 4 million ec (rare).
meh.
I would rather spend time working through story content, so I can earn some of the high tier items.
