Possible that they over-reacted to the complaint that sci disables were useless with short durations. Things like target subsystem, 3 sec base duration is useless because you cant even get a firing cycle off, even without considering major reductions from typical PVPer resistance. I asked them to set them all to 5 second base value so that they would still be effective when cut in half. I dont know what the duration is on the Intel powers since I dont have any Intel ships.

How can it possibly be that high when it has a lowly Lt. SCI boff and 2 SCI consoles ? I was gonna take another look at it but it's just as useless as I remember. 5 ENG consoles - wtf.

its a tactical ship, it specializes in killing. with its LTC tac, inetl COM and LTC eng, the intel LT sci, and the uni ENS, the ship can easily slot 3 or even 4 intel skills, 2 sci heals, wile still having room for eng essentials, APO1 or BO3 or TS3, and all kept at peek up time with AtB, all on basically the most mobile and durable cruiser to date.
its plain better then the eclipse stat wise, wile being a station power stat clone, so its rated a bit higher. so far when ive used it in pvp, its nothing short of unstoppable, 8 weapons wile having OSS, SS and inoc, all at peek uptime, the intel cruisers are best at doing this with the least opportunity cost, wile retaining the most durability.

Honestly I have no idea what Cryptic was thinking in general. If they wanted disables to be of more use vs NPCs that now have 100s of thousands of Hit points... fine. We know they have the ability to add a VS players argument to items and skills. Being new skills it shouldn't have been hard to add a -50% effect vs players argument to all the stun durations. Not doing that just shows what they think of PvP in general. Its not even an afterthought.
Yes the compressed cryo launcher does less damage in ground pvp, so it should have been obvious intel stuff should have been that way. They also can make disables lower duration vs player, they do it in Neverwinter, by default all cc lasts half duration vs players.
It does show they do think of PVP in Neverwinter though with all the PVP specific features it has, so maybe they can salvage it here.

This goes back to the days when the KDF had the better universal consoles. Or why the Rom warbirds are as OP as they are. Its kinda sad really, in a Star trek game the feds have no unique cool features, have generally less powerful ships, and are better off not even using phasers! Its so bad the one time they make interesting phasers they make them green lol!

To me some at Cryptic are idiots just because they neglect canon ships, first and foremost the Defiant class. I'll never get bored of saying the word "idiot" to them until the do something. Intel ships can go up their shaft as far as it concerns me.

the qib needs to be better because the KDF will never have half the ship traits a fed will. my eclipse will never need more then 1 copy of AtB, has 25% stronger hull heals, and a proc heal that makes MW look quaint, but the qib sure turns great when shooting cannons. its why the ship traits were just a bad idea, more than anything else, it exacerbates the inequity between factions. i dont see how they can just re-release them in lockboxes, there's not an even number to trade back and forth.

ship maxing was a trivial exercise. all the fed tier 6 ships should be leveled befor you even hit 60, and long befor your done grinding rep anyway. with all the traits the eclipse beats the qib handily. especially wile SS only deals phaser damage still. feds have no room to cry about a few base stats being a bit better on the qib, the difference doesn't do a thing to limit what the eclipse is best at, beam array SS and FAW of doom. plus with the phantom trait, i save an important station seat not needing a second AtB to keep things running at an acceptable up time. feds only need 1 copy ever now, wile kdf and rom still need 2.

but it can, you just need an intel hybrid boff, normal boffs cant learn intel skills. you can get white quality ones from the boff store.
