That is correct. Your FedRoms can use the costume packs on their boffs, and both FedRoms and KDFRoms can use the bridge packs on their T1-4 allied-faction and some cross-faction* ships. Romulans do not gain access to allied-faction T5+ ships, and the giveaway ships this year are T5/L40 ships.
So no, this particular Giveaway isn't all that helpful from your perspective; maybe they'll do a Romulan Giveaway later on that specifically excludes the Federation... but that's not terribly likely. Even if you don't have one now, I'd suggest running a Fed or KDF (or both if you can) character up to L40 so you can claim the freebie ship(s), just in case you want to play either faction later on.
*I tested the Breen Plesh Brek and Risian Luxury Cruiser and found that they were stuck with either the Breen bridge or Romulan bridge respectively, while the Breen Chel Grett and Risian Corvette instead used their allied-faction bridge selections; basically, if you get a cross-faction ship, give it a looksy to see what bridge(s) you can use.

First off I appreciate the event and the free stuff you are giving away. Fortunately I branched out to the Klingons and Feds a while ago. I just feel that since you have developed the Romulans they have been all but forgotten. No Bridge, Uniform or free ship in your giveaway....seems odd to go to all the trouble, make them playable and then ignore those who are dedicated to being Romulan.....

I can claim the KDF Ship, but there is no entry for the Fed ship on the Cstore.

This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
