I was there. This is inaccurate in two particulars.
1) It was announced at the time that eventually, it would be necessary to merge your Cryptic account with a PWE account. It was not mandatory at the time, but one day it would be. And sure enough, one day it was!
2) It has been announced that one day, the standalone launcher will cease functioning. On that day, you will need to launch either through Arc or Steam. (For a time, someone at PWE wanted to make it Arc only; however, that apparently upset not only users, but the folks at Valve, so they relented on the Steam thing.) That day has not yet come, but eventually it will.
Nobody ever said it would not be mandatory to merge accounts. They just said it wasn't mandatory then. And nobody ever said either Arc or Steam would not be mandatory eventually. They just aren't mandatory yet.
Please, I think it's easy enough to find actual business practices you can object to - there's really no need to make any up.

notice everyone wants to get rid of arc after the uniform. im starting to think an artificial player count on registration then announcing down the line they got more then a fair few players registered as active for their company board or for their PR team. that way they can legitimize ARC.
what makes me think this is the bribe to get the khan outfit knowing how unpopular arc is and how popular khan was on TOS as well as the need to just register and link.

It would seem that this is not, in fact, an account-wide unlock, unless you also mean to add "only when the account is running under Arc." I had set it up as an off-duty uniform for one of my backup toons before logging out of Arc last time; it was still there for him, but it was not even an option for any of my other toons, on either account, even though claimed on both.
Now, if you mean this to be available only when Arc is running, that's your privilege; however, as the program is such a core hog as to leave my STO experience suffering badly, I'll have to thank you kindly for the attempt, but inform you that it isn't quite performing as advertised.

Came to the forums looking for a fix or some kind of thing, and someone (I wonder who that could have been...) merged the "Unable to get the new Khan outfit" with THIS announcement thread - evidencing once again the capacity for Cryptic and its cronies to obfuscate things through a general lack of common sense (something ELSE that's been a hallmark of STO for the past four years ).
That said, what's the solution to this, please? I see that I am not the only person to be experiencing this issue.
Stelakkh, you can access off-duty outfits under the "Head" option, for some reason. Click the Head tab, and you'll see a drop-down in the upper right corner of that section that defaults to Uniform. Select "Off-Duty", then go to the "Uniform" tab, and the Off-Duty outfits that are available to your character should be displayed. (My main is currently sporting the barefoot outfit he picked up on Risa over the summer.)
Now, it's possible that the Khan outfit isn't available if you're not running Arc - I haven't finished verifying that yet...

It is an account wide unlock while logging into each character through arc for the first time. You can't log into arc once on one toon and then access it across all toons outside of arc.
You have to login via arc and stay logged in via arc and change characters to each of your toons. After doing this you can then log in to each toon without arc and access the uniform anytime.
The easiest way to know you got the uniform is it will send an in game email to each toon and a flyby system message will say thank you for using arc. After you have logged into each toon via arc its unlocked permanently for you with or withtout arc anytime.

I got the mail, I've been to the tailor many times... and I can not seem to find the Khan Uniform... the Only one I see is the Z-store version "Wrath of Khan"
Is the Account Guard broken or something? I installed the Arc launcher on my laptop. I haven't played STO from this machine so I get prompted to enter some code. It says it was sent to my e-mail address on file, which is correct, but I can't get further than this point because I don't get any e-mail with a code to enter.

I confirm that after you log-in with all of your toons through Arc, you still have access to the outfits when you log in through the regular launcher/steam.
Your Khan outfits will be in the tailor in your Off-Duty section and in category "Off Duty - Bare Chest". I tried this on my Federation, Klingon Defense Force, and Romulan Republic toons.

So when I just downloaded and launched Arc have a look at the screen I was greeted with... I have no idea who Jason Baldwin is... nor do I care about his "test TRIBBLE-Grunting Test"...
Have you been TRIBBLE? This is not giving me a good first impression of Arc as a professional service.
I run STO through STEAM, I do want the Khan outfit but I do not want ARC.
Is it possible just to download ARC, get the outfits per toon, then delete the damn thing?

Keep the bribes coming, Cryptic. My comfort with having Arc on my PC is directly linked to the free stuff you give me. The more free stuff you give me, the more I'm okay with having Arc.
I mean it sucks it has to be this way, that you have to bribe your customers into using a software portal they don't want to use. But if you're going to do it, bring on the free stuff.
For 1 million dilithium on each of my characters, I'll say that Arc is the best thing for your computer since anti-virus software.

Yes, it is the same for me. Apparently you have to log in each character while on ARC.
This also means its probably not unlocked for future characters.
Not account wide, you have to log into each character through Arc to get the uniform.
Was not a problem for me, as I ninja logged into each of them on my VM, but still, another promotional fail....
