I believe I know what's coming. On February 8th, this "fugitive" is going to release a foundry mission (or series) in which we are meant to hunt down several of the unaccounted for fugitives of facility 4028. Including possibly several Children of Khan and/or Moriarty. This mission (or series) will be released in a "beta" form.

Actually, my first thought for "Fallen Tal Shiar Officer" was Taris (since she fell from her "glory"). But it didn't fit.
Well Hakeev is dead, Taris was his captain at one point, they both have connections with the Elachi/Iconians, and Taris was at 4028. Logical conclusion: There's a good chance Taris will be in the mission/series.
