Here is a highlight from the test results and I quote :
As you can see, the drain averaged to 25.5 / 50.9 or roughly 50% of the original amount with 99 points in PI skills. In practice, most people don't have 99 in native PI skills. In fact, some put no more than 3 points in this skill and in other cases, 0 point into it. Don't ask me why but they are in for big trouble when encircled by nasty Klignons who tend to gang up on people in group and spam AA and all kind of nasty space toys all over the place. I put 6 points into PI then enhanced it with console and deflector bonus to bring it over 100. Even then, I shoot AA with Torpedo Spreads on first sight, not taking any chances. Note that the linked thread also discuss the peculiar interaction when drained by subsystem targeting, well worth a good read.
So if a ship can drain up to 120 in power, combining ES, Sub Targeting and other tricks, a fully spec opponent up to 99 in PI, presumably an Escort, will see his key subsystem(s) drained by approximately 60, which is a lot. An Escort whose weapon power level starts at 65 may as well be shooting air gun at an opponent whose ship has the highest shield modifier in game equipped with the toughest known Covariant shield + MK XII (very rare) Field Geneator and whose Shield power is at 130 protected by EPtS - really that escort may as well quit because it ain't going to pierce that shield.
All I can state is my experience with it and the feed back ive gotten from a fleet mate, plus the experience I had in pvp, using only a siphon 3, 48.somthing points, though I have a siphon 2 as well. if I caught a ship with no power insulator or almost none, dead meat, but most pvp targets the drain had almost no effect on.
Give it a go, its not like I ditched all my flow cap consoles after that, in fact I still have them on my recluse. they help my plas leech now that I have one. but my experience differs from their numbers.
It'll be +9.9% for my Fleet Mogai thanks to Aux2Bat. Stacking these new consoles might be a viable alternative to universal consoles, especially for cruisers.
I also like how these new consoles already crashed prices for MK XII neutronium and RCS consoles on the exchange. Way to ruin a DOff-chain, Cryptic. I bet those people who heavily invested in purple DOffs with resolve/efficient/teamwork are very angry now.

That's a bad thing to destroy lucrative markets. We know they aren't going to do any Mk XII Field Generator consoles given how they completely skip it at the Embassy, so that one is safe. The Mk XII tact consoles, especially, the phaser, disruptor and antiproton are very lucrative and shouldn't be touched. If they are cheap, then all escorts will be running around with 4-5 of these consoles rapid firing anyone in sight - as if they need an even higher dps increase? Thanks but no thanks. :cool:

If you put a cap on Exchange price at 5 million, then what's going to happen is a lot of items will simply disappear and people will turn to private sales instead. No more lock box ships for sale, you know, try to get someone to sell you a Wells or Adapted Destroyer or Bug ship for 5 million EC - not going to happen. Some of the very rare doff, like purple Attack pattern doff or Marion Frances for those BO / weapon power drain resist will also completely disappear from the exchange. It simply isn't going to happen. Prices should be decided by the market. If it's priced too high, then no one will buy. On the first day of LoR, my doff managed to build a very rare Warp Core on first try. At that time, there is only one other purple warp core on the exchange so mine is only the 2nd one. So you know what we did? We jacked up the price so high that selling that warp core would be enough to buy the Adapted Destroyer. Alas, many players must have looked at those shiny purple warp core toys and say," It's really nice but just a little too rich for me." So it was never sold at that price level, despite having no other competition. The point is the Exchange is working as intended.
I predict the Neutronium Alloy price drop is merely temporary, more like an irrational emotional panic given that the Mk XII Dilithuim Mines consoles are likely months away, if they are kept as it is. It is also entirely possible that Cryptic may remove those once they transit it from Tribble to Holodeck, after all, Tribble is only a test server and many things failed to make it live. Either way, if you need a Neutronium Alloy now, you aren't going to wait months and hope that you fleet will make it happen. Except a few large size & established fleets, few will have the ability to quickly grind it out and they will be bind on pick up hence no way to sell those on the Exchange. Even if a few will eventually try to privately sell them, there is still the agency risk in which some players won't be comfortable paying access to those stores, which require multi-million of EC based on those selling T5 ships access at 25-50 million ec in access fees + the required fleet mark and dilithium - you may as well buy one directly from the Exchange after all these costs. And worse, they may get scammed - made the payment but the store doesn't have a the consoles instead, fooled by a photoshopped picture with zero recourse.

Those Warp Cores practically ensure a 10% extra damage bonus to a lot of players. Regular in game warp cores and engineering consoles are now garage.

Also, none of these Warp Cores are perfect, and it's doubtful you can get the perfect Elite Warp Core.

Because there doesn't appear to be an Elite Fleet Reinforced Warp Core MK XII [eff] [w->a] [acap] [amp] [trans] in the Fleet store.

Hyper-Charged appears to be Engines and Aux (boost to both systems).
Reinforced appears to be Shield and Aux (boost to both systems).
There does not appear to be a Shield and Engine (boost to both systems) warp core.
There are variations of each, it appears that have [X->A]. What else are you looking for?
I must have not looked hard enough because I didn't even notice that they boost TWO subsystems, I was just looking for an overcharged, lol.

I already acquired the Nukara T2 univseral console (forced myself to grind it out, painfully), so with the addition of Nukara web mines soon and their set bonus, my flow capacitors will be about +200 and more if the assignment bonus is in effect. This ship is a master at disabling those pesky escorts because with its innate subs targeting and once the Nukara set 2 bonus is acquired, it will be consistently draining close to 120 in power to key subsystems (for very long time due to high aux power level) such as escorts' weapons and engines. With the help of a purple sub targeting doff, they recycle rapidly as each activation proc on all other sub power cd. No amount of power insulation is going to be meaningfully helpful when your subs are essentially constantly crippled.
Congradulations! You essentially have built a drain boat like the KDF siphon carrier.
That actually is good news as it now takes the stigmata of OP of such KDF builds in my opinion since you have proved other routes works just as well.
The Elite Cores, Nuets and other consoles are about to really change things from the looks of them. I really like those +turn ones.

People selling fleet (access) stuff in my mind are sketchy and not to be trusted, but as far as the exchange goes, prices are fine.
