I think the drain can be resisted by insulators, but this resist does not reduce the power gain. So in effect everyone will be using it and effectively gain half of the tooltip bonus. (Unless you are a torpedo boat...)

Its true we need one que going forward. Its something Cryptic should have had ready for the LOR launch... then the whole choosing a faction would have been less of a cruel joke.
I support the "one queue to rule them all" plan. I'd rather have mixed teams than no teams.
The whole Fed/KDF war has become farcial anyway...just declare peace, and re-cast PvP as 'wargames'.

Ya to be honest at first I didn't see any major issues with the box... Rom ships that have standard cloaks. OK... Disruptors that mess with shields... perhaps op but ok.
Then ya I realized traits in the box.

The leach was likely a bit more annoying for me... they have been weakening the Klingon faction for 2 years now. Every few months doing something to make them less unique and less attractive. I think this box is really them saying... Don't take your new toons to that side... at some point we have to delete it somehow and having to many new faces there will make it difficult. lol

Ya the full universal is cool... and the Norg is the only current bop that has any chance of being useful anymore. IMO
The brel is fun but it has been replaced now by a superior Romulan ship.
The Norg is the only ship that gives you 3 lt cmd options... at least for now anyway.
The universal seatings in general though have already been pretty much rendered no big deal.
All the Romulan warbirds worth flying have Uni Lt Comamnders... which gives you 90% of the useful Bop options anyway. About the only thing you can do in a bop you can't do in a warbird... is commander sci.
I forgot they where fixing the early levels for the KDF... its frustrating cause they seem to take 2 steps back every time they do something in general for the Klingons.

This ship comes with a universal Indoctrination Nanite Dispersal System console. The Indoctrination Nanite Dispersal System utilizes adapted Borg technology to deploys advanced nanites to infiltrate the weapons systems of an enemy vessel. Now keep in mind, Universal Console means different things.
There's the T5 Universal Consoles where Universal just means it can go in a Tac/Eng/Sci slot; but the console can only be used on that ship.
There's the Romulan T1-T4 Universal Consoles where Universal means it can go in a Tac/Eng/Sci slot on any Romulan vessel.
There's the Fed/KDF T1-T4 Universal Consoles where Universal means it can go in a Tac/Eng/Sci slot on any vessel (as long as the faction has access to it).
There's the Breen Universal Console that can go in a Tac/Eng/Sci slot in any Breen vessel...er...we've only got the one though.
The Tal Universal Consoles are like that, though...Tac/Eng/Sci slot in any Tal vessel...er, and we've got the two.
im thinking the only way to save the kdf is to have a general pool for the que. you just que up and get thrown in mixed teams and all.
Ex-Dev Gozer planned to implement this a year ago, but this was apparently put on hold after he left Cryptic. The war between Federation and Klingons only exists in the first few levels anyway. During endgame it's obviously long over considering that both factions team up in almost all PvE events.
We need crossfaction PvP fast. The only way to PvP on the red side atm without having to wait for 30-60 minutes for a queue to pop is to go to Kerrat, and there you almost always have a Fed horde waiting at the KDF spawn. I always end up scratching my head when these self proclaimed heroes go on bragging in zonechat about their 'superior skills' when the odds are 6-1 in their favour.
So when your weapon officer misses, you wonder if she's been smoking ENOUGH herb?
