Your statement is full of flaws for a multitude of reasons. Good cruiser pilots will barely be affected by these changes, particularly engineering cruisers. One of the best things about engineering cruiser pilots is that they don't "need" emergency power to shield to be an effective tank/support healer. Running at max shield power allows for mad shield regeneration and if you are an engineer, all you need is the full Mark 12 assimilated borg set and your shields will regenerate so much with the reputation bonuses as well that you might as well be flying a resilient shield. Not the mention the assimilated borg procs that are inherent to the assimilated set in the first place, allow for ridiculous self healing and makes for support healing far easier to manage. Considering that I only have one EPtS that I barely use, being an effective tank is something to consider when you take in consideration where strengths are with certain gear and power formats.

Brutal killing blow, no, but it certainly weakens cruisers and science ships, and to say otherwise, you're just talking out of your warp core. Hell, even the devs admit that it weakens cruisers and science ships, just read back and you'll see them admit it.

The large problem for me isn't the nerf, as much as cruisers and science ships are already the step-children in STO compared to the golden child escorts, and this in no way fixes the issues, in no way fixes the core problem of STO... that DPS is the master of all, and if you're not firing cannons and running a maneuver tank, you're being not-so-slowly relegated to uselessness.

That being said, the new changes to the times certainly help offset this issue. It's still not perfect, but it certainly helps.

Emergency Power abilities still give the same Subsystem Power bonus they did before, as well as any new features included in the patch notes. The duration of the Subsystem Power bonus is now 20 seconds instead of 30 seconds, though - 0 second downtime on "Emergency" abilities really kept them from feeling like an emergency at all. The good news is that all of the Emergency Power abilities now feel useful and worth taking - I was having a hard time choosing between EPtS, EPtE, and EPtW in my cruiser while testing, and had I had any offensive Science abilities equipped, EPtA would have been very tempting as well.
No, you are leaving EPtS as the only EPtX skill worth taking.

k, im glad the EPtX skills are getting rebalance attention, but you didn't do it right.

you cant just give the shield res bonus 10 seconds of down time like that, all these bonuses need to last 30 seconds, so full up time with 2 copies, or don't bother, seriously. lowering the benefit is one thing, putting holes in their effects, thats just terrible.

I agree with this man! He has it right, don't do this piddly 20s uptime TRIBBLE.

i want to add to other players concerns regarding the emp2s change. while it is called an emergency power, players don't use it as such. it is an ability. that being said, i don't like the changes either.

another thing to think about is concerning regen shields. the borg shield has a very low cap and is only useful with as high a shield power as possible. while a player could change his/her power settings during this 10 second window you're still losing a very much needed resist. i like that set [borg] and see it being less viable after these changes.

i can offer no solution to this.... just wanted to add one more to the list of people who don't like the change. :P
Don't know why it says i'm an ARC user. i will never use that TRIBBLE Cryptic!

Not only is this a relatively old thread, it's for a now out-of-date patch. Emergency Powers were restored to their old durations and cooldowns.

Fortunately, the devs listened to the good cruiser pilots and reverted the change. ;)
