the game was developed in china. 'international' indicating it's coming to america, hence the generalized american rule set. a little biased? maybe. but entirely withing their legal rights as per the ToS presented to everyone upon download of the game b:bye

It usually just means the server is bogged down from many people online at once. Sometimes if I go into my network settings in my control panel and reset the local network adapter, it helps a bit. There really isn't a whole lot you can do about it though, in my experience anyway.
