If it still does not work after you try the suggested advice, you may need to wait a few levels. Skill tiers require you to be certain levels to unlock. I think level 2 requires that you are level 20.

I think there could be a little more though; saying something like "I cannot disclose this information due to company policy" would be honest, straightforward, and allow the playerbase to know that at least they are listening, even if they cannot reply fully. That would be nice.
