Incorrect, you must wait 3 days (72 hours) without changing your lock time. When you change your lock time it will still display the one it was set at before until the 3 day period is over at which point the new current setting will be displayed.

Can a wizard take 3,836,336 HP from a world boss in one attack? Sharpened Tooth Arrow surely makes archers pretty OP as DDing (on bosses).

All archer weapons (crossbow, slingshot and bow) have the same base range of 20.00. Some factors will affect this range, such as: the skill Winged Blessing which increases range by +1.00 each level (ignoring level 11 versions) and the addon that the weapon ☆Windcatcher has which increases range by +2.00.

This is the North American version of PW so the TW times fit in with whatever timezone the server is in. There is a European version of PW where the TW times are at a decent time for Europeans. So basically, no the programmers will not be changing it.
