Price of gold on your server * Amount of gold needed to buy skirt = approximate price. Then again, depending on color, the prices can vary greatly. A safer method is to World Chat for one and note the prices that people offer you.

They're very common Twilight Temple drops, and as such, you're not likely to find a buyer in the AH. I would just drop them, or npc the stones for 100 coins each. Try putting in 3 DEX/1 STR/1 VIT per level where you want to add VIT. But to be honest I wouldn't recommend adding 20-30 VIT - I know a lot of 'Sins who did, and they're all intending to initialize it. The decision is yours to make.

Is the appearance of the item a book? If so, it looks like you've got yourself a Sage Northern Sky Sword skill book. You need to be level 89+ and need to have chosen the Sage cultivation path in order to use it. You would take it to a Seeker skill trainer in order to upgrade your Northern Sky Sword skill to level 11: Sage.

I'm packing a +5 Broad Land with a Perfect Garnet right now, and the defense drop is noticeable, but livable. My PDef before was 2980, and while procced, 1752. My average DPH went from ~9k to ~11k.

This is true, but not much lives long enough for me to do this and is appropriate for demonstrating on. I could do it while someone tanked a boss, for example, but I would like to avoid visual clutter in order to make my point. I'm open to ideas, though.
