Well, seems like you can still do it, because Black Ice Domination can't be completed, Mother lode not respawning and there is not enough BI to collect.

Overload enchants have timer in them (8 hours). What happens afterwards? They vanish? Or must be reloaded with black ice?

Will there be a way to manage ALL the dailies from the landing page like the ones from Rhix? Including Domination Victory, Daily Dungeon Key and Lord's quests? Because I want to live in Caer-Konig and do not want to come back to PE every day. If not - can you put envoys of these NPCs in Caer-Konig?

What about dmg on t2 weapons? It is now lower than Fomorion and Dread Legion/Fallen Dragon. It should be in line and t3 higher (not much but you know, it is bigger motivation to have higher numbers :) ).

Well, my output dmg is same in average but there are differences. On Live I hit 4700-5100 (tooltip 7866-8697) and on Preview 4600-5300 (tooltip 6535-7774) with 8500 Power. P.S. Can you put Testing Dummies in Caer Konig pls? :)

You can refine only limited number of Black Ice per day. So you can earn gazillions in the way you described but it has no point because you are still limited by the Black Ice Shaping proffesion.

Agree. We have custom matches in STO, not counting as dailies until specific conditions are met, maybe do the same here? ;)
