I have never had any of these issues. Sounds to me like you have the aoe targeting assist toggled on in the options menu.

You need to continue doing the Intro quests until the Storm Giant ally returns. Then the quest "Royal Allies" will be available, and after completion, the dailies and weekly that reward Runic Fragments will be available.

Ignoring the costs of 125 of whichever Elemental asset you need, the dragon egg, and the initial diamond req, those 3 UE's are costing 150k at the moment.
